The December 11, 2014 meeting of the Clean Water District Advisory Council was called to order at
2:33 pm by Michael Dawson
INTRODUCTIONS
Introductions were made.
AGENDA AND MINUTES APPROVAL
Mr. Dawson proposed adding five minute announcement section after introductions.
Richard Wojt moved to approve the meeting agenda as amended. Gordon King seconded the motion.
No further discussion. The motion was unanimously approved.
Mr. Dawson called for review of the September 24, 2014 Clean Water District Advisory Council meeting
minutes.
Richard Hull moved to approve the September 24, 2014 Clean Water District Advisory Council meeting
minutes as presented. David King Seconded the motion. The motion was unanimously approved.
ANNOUNCEMENTS
Jefferson County Public Health released a health advisory due to flooding in the south county in the last
several days. Issues include wells and septic systems flooding, and an emergency shellfish closure in the
south county area.
HOOD CANAL WATERSHED PROJECT HIGHLIGHTS
The Hood Canal Watershed project, encompassing 3 project areas in the County, is wrapping up this
month. This project, which began in December 2010 in partnership with the Jefferson County
Conservation District, built on two earlier water quality projects. Goals included monitoring water
quality, identifying pollution sources, and engaging in education and outreach. Mr. Dawson presented
and reviewed a slide show of the project goals, tasks, outcomes and follow up projects.

REVIEW DRAFT WATER QUALITY PLAN
The Draft Water Quality Plan document is still a working draft. Most of the changes suggested in the
September Clean Water District Advisory meeting have been incorporated in the current draft.
Gordon King suggested including the local tribes in the introduction, for their economic and cultural
contribution, in addition to references later in the document.
Ms. Ecelberger noted comma placement and spelling errors, Suggested: introduction last paragraph
“freshwater...etc.” sentence rearrangement to place Lake Leland before cyanobacterial reference. Dana
will send the document markups regarding spelling and grammar for inclusion.
Mr. Hull: Goals, page 4. Possible clarification needed regarding whether the goals are for the document,
or for the plan itself. Page 21, addresses goals of the document (possible correction/alteration).
Introduction (page 4, 5) includes goals for the program and public health goals. Suggested replacing
page 4 intro with language from page 21.
David King suggested altering goal header language to action/goal (noun/verb) language.
Gordon King suggested including a better photograph of oyster culture. He will email a better
photograph for inclusion.
Mr. Hull: pg 25 – noted that there’s a placeholder for other natural resources. Suggested that it’s
important to acknowledge the overlap, but not to lose focus.
Gordon King suggested changing language “for generations” to “for thousands of years.”
Ms. Leitman suggested referring to the Point No Point Treaty Council for appropriate language for
inclusion in the draft. Or Kathy Duncan at the Jamestown Sklallam tribe.
Gordon King suggested adding language and reference of the 100+ jobs in the south county generated
by aquaculture. This number excludes tribes. Mr. King will seek firm numbers specific to the county for
inclusion.
Mr. Dawson included Kitsap Counties table in the “trends” section, hoping to work toward Jefferson
County producing a similar analysis.
David King suggested language “Establish standards and trends” in the heading under 3.4 to establish
that this is something the county is going to do (action item).
Mr. Keefer suggested including section outlining expressed support for managed stormwater efforts.
Ms. Ecelberger suggested including information about “first storm event” issues.
Mr. Hull suggested that hard data may not be necessary in the correlation and comparison section.
Suggested removing the hard data and replacing with “For example, in Jefferson County, recent data
suggests that…” (Referring to the included drawings).

David King suggested removing the acronyms.
Ms. Ecelberger suggested including information about contaminants/nutrients moving through soils at
different rates. She’ll ask Glenn Gately to pick out some of that data and forward it to Mr. Dawson.
David King suggested adding language in 2.1 about specific area for projects. They’re district/geographic
oriented. “…in specific areas.”
Mr. Sullivan suggested correlating the project areas with the shoreline designations in the Shoreline
Master Program.
UPCOMING BUSINESS
Prioritized work plan
The next step of the water quality plan process is a prioritized work plan, once the draft plan is finalized.
Proposed 2015 meeting schedule
Michael Dawson proposed a schedule is for 2015 Clean Water District Advisory Council meetings:
Quarterly, 2nd Thursday of 2nd month in quarter

Gordon King moved to adopt the 2015 Clean Water District Advisory Council meeting schedule as
presented. Richard Wojt seconded the motion. The motion was unanimously approved.
Citizen position District 2
Citizen position, District 2 seat on the CWADC will be opening in 2015. Amy Leitman is currently holding
the position, and has indicated that she will apply for the position again. The position will be advertised
later in December 2014 with a deadline in early January 2015.
Further Comment: Ms. Ecelberger suggested forming a grant collaborative for concentrated work on
grant writing. The group would serve as a clearing‐house/think tank for funding.
