The February 12, 2015 meeting of the Clean Water District Advisory Council was called to order at 2:35
p.m. by Michael Dawson.
INTRODUCTIONS
Introductions were made.
AGENDA AND MINUTES APPROVAL
Mr. Dawson proposed moving the Open Public Meetings Video training to the end of the meeting.
Dave King moved to approved the meeting agenda as amended. Dana Ecelberger seconded the
motion. No further discussion. The motion was unanimously approved.
Mr. Dawson called for review of the December 11, 2014 Clean Water District Advisory Council meeting
minutes.
Zoe Ann Lamp moved to approve the December 11, 2014 Clean Water District Advisory Council
meeting minutes. Gordon King seconded the motion. No further discussion. The motion was
unanimously approved.
ANNOUNCEMENTS
Mr. Dawson informed the Board that the Washington State Department of Health prepared a study of
Vibrio parahaemolyticus including environmental monitoring and illness investigations. He also informed
the Board that Laura Johnson would give the presentation on Vibrio at JCPH on February 19, 2015. Links

Ms. Ecelberger informed the Board that she is moving and this will be her last meeting as a Board
member.
Mr. Dawson announced the next meeting will be May 14 and the information will be posted on the
Jefferson County Public Health website, www.jeffersoncountypublichealth.org
REVIEW WATER QUALITY PLAN
Mr. Dawson received comments back from the state, and reviewed those comments with the Board:
Intended Audience: Mr. Dawson will identify Funding Agencies as the intended audience, and will update
it as a separate section, as well as explain what Clean Water District does and how it operates.

Geographic Areas: The Board feels like this is already addressed in page 24. Mr. Dawson drew the
members’ attention to Figure 15 on page 24 that was included since the last draft and explained that the
Clean Water District had been divided into 5 monitoring zones as an overall organizing principle that
would fit in with the 5‐year Prioritized Work Plan.
Parameters: Mr. Dawson will include a more information on water quality parameters and information
from the 2014 Hood Canal Regional PIC report Feasibility of Using Field Tests for Detecting Sources of
Fecal and Nitrogen Pollution.
Data Management and Sharing: Mr. Dawson will add information about the water quality water quality
database that is currently being developed and about county GIS improvements. Ms. Ecelberger and Mr.
Gordon King added that Maureen Goff with the Jefferson County Marine Resources Committee will be
adding a public web map and data portal called SoundIQ and that there was potential for data sharing.
Hot Spot: Mr. Dawson will include a hot spot identification flow chart and use the words “hot spot.”
Housekeeping: Mr. Hull asked Mr. Dawson to fix minor editing errors on pages 6 and 15.
PRIORITIZED WORK PLAN
Mr. Dawson reviewed the Hood Canal Regional PIC Prioritized Work Plan with the Board. The Board was
in agreement that certain things should be added in the Clean Water District Prioritized Work Plan,
including:
A description of the way in which work was prioritized.
An adaptive management section to accommodate changing data and evolving priorities
A section that includes education and outreach tasks.
Mr. Dawson will give the Board a draft at the May 14 Clean Water District Advisory Council meeting for
their review. Mr. Dawson asked members to be thinking about high‐priority work areas in the Discovery
Bay area, Salmon and Snow Creek watersheds and North Quimper Peninsula for inclusion in the plan.
PUBLIC COMMENT
Anna Bachmann asked if the Water Quality Plan is available online. Mr. Dawson informed her it is
currently available in the Meeting Materials section of the Clean Water District web page on the
Jefferson County Public Health website. The final report will be posted on the Water Quality web page
on the Jefferson County Public Health website when it is available.
OPEN PUBLIC MEETINGS VIDEO
Mr. Dawson asked all Board members who have not completed the mandatory training to stay after the
meeting is adjourned to watch the video.
