The May 14, 2015 meeting of the Clean Water District Advisory Council was called to order at
2:34 p.m. by Michael Dawson
INTRODUCTIONS
Introductions were made.
AGENDA AND MINUTES APPROVAL
David Sullivan moved to approve the meeting agenda as presented. Zoe Ann Lamp seconded
the motion. No further discussion. The motion was unanimously approved.
Mr. Dawson called for a review of the February 12, 2015 Clean Water District Advisory Council
meeting minutes.
Craig Schrader moved to approve the February 12, 2015 Clean Water District Advisory Council
meeting minutes. David Sullivan seconded the motion. No further discussion. The motion was
unanimously approved.
ANNOUNCEMENTS
Mr. Dawson informed the Board that Jill Zarzeczny would be the new Jefferson County
Conservation District Manager starting June 1, 2015.
Mr. Dawson announced that Clara Hard from Washington State Department of Health would be
holding a public meeting in Quilcene, May 14 about Marine Biotoxins, in response to the recent
closure of Quilcene and Dabob Bay to Paralytic Shellfish Poisoning (PSP).
Mr. Dawson stated that Jefferson County Marine Resource Committee and Washington State
Fish and Wildlife would be hosting the “Digging for Dinner” event at Oak Bay Beach, Port
Hadlock, on May 22.
Mr. Dawson informed the Board that on May 13, 72,000 gallons of inadequately treated
sewage effluent spilled into Port Ludlow Bay due to a mechanical failure. Water samples were
taken and signs were posted, notifying the public to avoid contact with the water.
Mr. Dawson also informed that Board that Anderson Lake was closed on May 7 due to high
levels of toxins.
JCCD CHIMACUM REPORT OVERVIEW
A review of the Jefferson County Conservation District Chimacum Watershed Report was given.
The following topics were discussed:
‐Buffer Plantings and water temperature
‐Decrease in fecal coliform levels
‐E. Chimacum Creek
‐Data loggers are in Chimacum Creek
REVIEW DOH MARINE DATA SUMMARY
Amy Georgeson from the Washington State Department of Health presented a series of maps
displaying where DOH marine stations were located and correlating data. The early warning
system has identified sites near the Dosewallips and Duckabush river delta areas as threatened
for fecal coliform. Water quality passes state standards, but has been declining. Attention was
also brought to Tarboo Bay, where there is concern for site 296.
PRIORITIZED WORK PLAN
Mr. Dawson presented the Draft Prioritized Work Plan for the Clean Water District.
David Sullivan indicated that he didn’t want to lose data consistency.
Additional comments:
‐Address immediate safety concerns
‐When budgeting at JCPH approaches, consider recommending projects
Amy Georgeson stated that Washington State Department of Health would support re‐
investigating areas of past and potential concerns.
