The September 10th, 2015 meeting of the Clean Water District Advisory Council was called to order at
3:15 p.m. by Michael Dawson.
INTRODUCTIONS
Introductions were made.
AGENDA AND MINUTES APPROVAL
Minutes for May 14, 2015 were not available for approval.
Dave King moved to approve the meeting agenda. Richard Hull seconded the motion. No further
discussion. The motion was unanimously approved.
ANNOUNCEMENTS
1) Mr. Dawson informed the Board that the Washington State Department of Ecology does not
have funding currently for Centennial Clean Water Fund, which is the main source of revenue
for JCPH Water Quality as Clean Water District fees are used for the 25% match needed for
these grants. Mr. Dawson stated that he would still apply for Centennial Clean Water Funds this
fall.
2) Mr. Dawson announced that the Citizen, District #3 Board position would be expiring December
2015. Additionally, in January 2016, the Commercial Shellfish Grower Board position, Port
Townsend City Council Board position, and the Jefferson Board of County Commissioners Board
position would be expiring.
3) Mr. Dawson stated that JCPH is collaborating with Port Gamble S’Klallam Tribe at Irondale
Creek, Port Hadlock. The tribe has provided an auto sampler, which has been placed in Irondale
Creek, to take water samples on a 24 hour time frame to measure E. coli levels. Also use of a
probe that can measure amino acids and tryptophan.
4) Mr. Dawson announced the next meeting will be November 12, 2015 in the Pacific Room at
Jefferson County Public Health.
REVIEW ANNUAL REPORT DRAFT
Mr. Dawson stated that the Washington State Department of Health‐ Shellfish Protection District annual
report format has changed. Mr. Dawson stated that most of the information for this annual report is
taken directly from the Jefferson County Water Quality Planned Performance Measures that are done
annually for the JCPH with the exception of shellfish bio‐toxins and cyanobacteria testing on lakes.
Additionally, information from the Jefferson County Conservation District will be added to this report.
Mr. Dawson pointed out to members that not many streams were monitored in 2015; the QAPP for
Hood Canal Priority Basins has been approved which sampling in Chimacum area will begin this fall.
Additionally, more sampling will be completed through Hood Canal Regional PIC in the Port Hadlock and
Port Ludlow areas.
David King moved to approve the Annual Report Draft for submittal. Gordon King seconded the
motion. Mr. Dawson stated that the actual activity for 2015 will be updated in January 2016 and that
the Jefferson County Conservation District performance measures would be added. The motion was
unanimously approved.
REVIEW PRIORITIZED WORK PLAN
Mr. Dawson stated:
‐ The majority of the prioritized work plan was derived from the Hood Canal Regional Pollution
Identification and Correction (PIC) project in conjunction with Kitsap and Mason County. From
this project, a Five‐year Priority Work Area Plan was created, which included the portion of
Jefferson County within the Puget Sound Partnership’s Hood Canal Action area. However, this
plan did not cover the second action area of Jefferson County, the Strait of Juan de Fuca.
Therefore, the Clean Water District Prioritized Work Plan focuses on describing high‐priority
work areas that drain to the Strait.
Suggestions for Prioritized Work Plan:
‐ Addition of references to end of document
‐ In section 1.2, the asterisk for Key Criteria should be explained
‐ Ranking items in part 2 based on priority or as suggested, a clause to change priority based on
funding availability.
‐ Glossary of acronyms
‐ Addition of Jefferson County Conservation District Best Management Practices (BMPs)
‐ A critique of Figure 2 indicates that the yellow line surrounding Port Townsend should be
labeled, that acronyms should be spelled out when possible in the legend key and that the
legend key should have a “Stations” title.
