The November 22nd, 2015 meeting of the Clean Water District Advisory Council was called to order at
3:00 pm by Michael Dawson.
INTRODUCTIONS
Introductions were made.
AGENDA AND MINUTES APPROVAL
Mr. Dawson called for a review of the May 14, 2015 and September 10, 2015 Clean Water District
Advisory Council meeting minutes.
Correction: Announcement #3 on the September 10, 2015 meeting minutes will need to state “Port
Gamble S’Klallam Tribe” instead of “Point Gamble S’Klallam Tribe”.
David Sullivan moved to approve the meeting minutes for both May 14, 2015 and September 10,
2015. Jill Zarzeczny seconded the motion. No further discussion. The motion was unanimously
approved.
Richard Wojt moved to approve the meeting agenda. Richard Hull seconded the motion. No further
discussion. The motion was unanimously approved.
ANNOUNCEMENTS
1) Mr. Dawson informed the Board that JCPH Water Quality is wrapping up the NE Jefferson Clean
Water Centennial grant which began in January 2012 and will end December 2015. Two public
meetings will be held: one at Jefferson County Public Health, Port Townsend and another in the
Tri‐area/Cape George area. These meetings will be held in early December 2015.
2) Mr. Dawson stated JCPH held a public meeting in October 2015, regarding the beginning of the
Hood Canal Priority Basins grant project. The meeting was held at the Tri‐Area Community
Center‐ approx. 50 people came to the meeting and were interactive.
3) Mr. Dawson also stated that JCPH Water Quality has applied for new Centennial Clean Water
Grants even though the grants are unfunded at this time.
REVIEW ANNUAL REPORT
Mr. Dawson stated that the Annual Report form changed; the form is the equivalent of JCPH
performance measures that are done annually.
Questions:
Mr. Sullivan had a question regarding the Shellfish Protection District, whether the fee could be per
acre and per parcel for 2017. Mr. Dawson stated that he would have to confer with David Alvarez
regarding a fee change.
REVIEW PRIORITIZED WORK PLAN
Mr. Dawson stated that he was still working on an abbreviation/acronym glossary.
Mr. Dawson stated a new map would be created for the action area as most of the Sanitary
Surveys completed in the Discovery Bay area are from 2010; the information collected may be
out of date or incomplete.
Mr. Dawson indicated that neighborhoods were separated out for property research as well as
shoreline monitoring to follow accordingly to Tasks that are most often associated with grants.
A reference section is still needed; reference to the Hood Canal Regional PIC will be used.
Correct Work Plan title to: “Strait Action Area‐ Prioritized Work Plan”
Questions:
Mr. Wojt: What classifies a “hot spot”, is it always septic influence‐ Mr. Dawson replied that a
“hotspot” is indicative of high bacterial counts that may be tied to a septic failure or other items.
Mr. Hull: (referring to prioritizing list) Are the top items give first priority or will they be arranged on
impact vs funding? – Mr. Dawson replied that the first items are top priority but that funding
availability will determine what can be accomplished.
Mr. Wojt: Is the Jefferson County Conservation District limited to Chimacum for sampling? Mr.
Dawson replied that JCCD has sampled Salmon and Snow creek but is only contracted to sample
Chimacum based on funding. Eagle and Contractors Creek have not been sampled at all.
Public Questions:
Ms. Kearsley: Concern regarding stormwater drains in Cape George and Port Townsend, coliform
tends to breed in systems, is there money for cleaning the pipes out? Mr. Dawson replied wet/dry
season samples are taken to see trends during seasons. Also, samples analyzed in PT did not indicate
an accidental cross connection with city sewer. Cleaning would be something to address.
FOLLOW UP
Mr. Dawson stated that he would email out the Strait Action Area Prioritized Work Plan for more
comments and review with a proposed deadline of February 2016. At this time approval of the Strait
Action Area Prioritized Work Plan would be moved to a future meeting. In January 2016, a poll will
be sent out to establish Clean Water District Board Meetings dates for 2016; Mr. Dawson wanted to
wait until the new board member positions for public, commissioner and city representation were
filled before setting meeting dates
