The May 12, 2016 meeting of the Clean Water District Advisory Council was called to order at 3:00 pm
by Michael Dawson.
INTRODUCTIONS
Introductions were made. New councilmembers were: Dave Steele, Commercial Shellfish Growers and
Deborah Stinson, Port Townsend City Council.
AGENDA AND MINUTES APPROVAL
Mr. Dawson called for a review of the November 12, 2015 Clean Water District Advisory Council meeting
minutes.
David Sullivan moved to approve the meeting minutes for November 12, 2015. Zoe Ann Lamp
seconded the motion. No further discussion. The motion was unanimously approved.

ANNOUNCEMENTS
1) Mr. Dawson announced that most of the material to be covered during this meeting would also be
presented at the Jefferson County Board of Health (BOH) Meeting on May 19th, 2016.
2015 PRIORITIZED WORK PLAN FINAL
Mr. Dawson stated he would update the Hood Canal Coordinate Council (HCCC) links in the document;
additionally, he would list the references used for the document. This document will be used as a
Prioritized Work list in which matching funds for projects will be solicited.
David Sullivan moved to approve the Prioritized Work Plan. Zoe Ann Lamp seconded the motion. The
motion was unanimously approved.
2016 MEETING SCHEDULE
A proposed schedule for the remainder of 2016 was presented. Each of the meeting dates indicated a
starting agenda, with more to be added. Suggestion was made if the dates did not work, an email to the
council would be made.
SHELLFISH GROWING AREA THREATS AND RESPONSES
Mr. Dawson presented a slideshow (that will also be shown to the BOH) regarding the 14 geographic
shellfish growing areas in East Jefferson County. Mr. Dawson explained the difference between
prohibited/approved/unclassified growing areas and Department of Health Water Quality sampling
stations which indicate sites as concerned, threatened and failed.
Mr. Dawson stated that Hood Canal #3 (Dosewallips /Duckabush River deltas) currently has a threatened
status while Discovery Bay has a concerned status. These statuses are based off fecal coliform results
present in the water.
FUTURE PROJECTS/CURRENT PROJECT UPDATES
Future Projects: JCPH applied for Centennial Grants for:
• Strait Priority Basins: This grant area will cover Discovery Bay, Snow and Salmon Creek, and
shoreline from Clallam County to Admiralty Inlet including the City of Port Townsend. This
project will include water sampling and sanitary surveys.
• Central Hood Canal: This grant area will cover shoreline from Jackson Cove down to Brinnon.
This project will include water sampling and sanitary surveys.
At this time, funding is dependent on legislature; additionally, these projects were submitted for NTA
projects- currently listed for 2017-2019 funding, if funds are still available at that time.
Per question from Mr. Steele- there are no current storm water conversions or storm water projects.
During the NE Jefferson grant, Port Townsend storm water drains were sampled and presented to the
City of Port Townsend for follow-up.
Current Projects:
• Irondale: Sanitary Surveys have been completed at homes surrounding the creek. Many septic
systems surrounding the creek have had repairs. Port Gamble S’Klallam may be completing DNA
testing on water. Fecal coliform has decreased but also a suspect system was recently pumped.
• Priority Basins: Wet Season water sampling results were reviewed. The majority of samples
passed Part 1; 1/3 of the samples failed Part 2.
• Clean Streams: this project will be ending in December 2016. Most of the sampling sites failed
the 90th percentile. Cemetery Drain and Donovan Creek are the highest concerns; suggested to
Port Gamble S’Klallam tribe to complete MST sampling on Cemetery Drain.
