Lara Gaasland-Tatro facilitated the meeting. AGENDA AND MINUTES APPROVAL Richard Hull moved to approve the meeting agenda. David Steele seconded the motion. No further discussion. The motion was unanimously approved. Michael Dawson introduced new member Kara Cardinal, to replace Amy Leitman, whose term was up, on the Citizen District #2 position. QUILCENE – DABOB PIC PROJECT Tim Weissman gave a summary of the project results for the Quilcene – Dabob PIC Project, a Centennial Clean Water Project that was to end shortly at the end of March. He explained the shoreline monitoring and marine monitoring results, the hot spots identified and the streams that passed or failed state water quality standards. He showed the number of septic system surveys that been accomplished and the number of septic systems that had been repaired or replaced. Al Cairns discussed the plans for agricultural best management plan implementations on a farm upstream of one hot spot in the Donovan Creek drainage. David Steele mentioned additional sampling being done in Quilcene Bay in an effort to evaluate the area for a possible shellfish growing area approval. Finally, Weissman announced that there would be a final public meeting about the project at the Quilcene Community Center on March 18, 2019. STRAIT PRIORITY AREAS Mike Dawson discussed a fact sheet about high bacteria counts found in Port Townsend stormwater outfalls in the Strait Priority Areas project. Dawson also mentioned that an amendment to the subcontract with Jefferson County Conservation District had been finalized. This amendment allows additional funding for the collection of microbial source tracking analysis by the EPA Manchester Lab. DUCKABUSH AND BLACK POINT RESULTS Mike Dawson shared data from DOH, who could not be at the meeting due to a conflict, showing recent monitoring data from Hood Canal #3 shellfish growing area. Dawson showed the Duckabush area hot spots and related PIC work that Anna Bachmann was conducting under the Central Hood Canal PIC project. Wendy Clark-Getzin said she was interested in the proposed Duckabush bridge replacement project. Mike Dawson said that WDFW planned to hold a public meeting about the project this summer. Page 2 of 2 IRONDALE CREEK IMPROVEMENTS/CHIMACUM TIDELANDS OPENING Mike Dawson shared the news that, due to improving water quality in Irondale Creek, DOH and WDFW plan to reopen Chimacum Tidelands to shellfish harvest in early May. Dawson said a fact sheet had been drafted and that he hoped to be able to release it after the shellfish reopening. GRANT APPLICATION STATUS Mike Dawson said that the Foundational Monitoring Plan grant application for the Centennial fiscal year 2020 had made it to the draft offer list. Dawson expects it to be funded. Dawson reported that it was also anticipated that a phase 4 of the Hood Canal Regional PIC project would be funded. Finally, Dawson stated that the Jefferson County Environmental Public Health Septic Cost Share project had made it to the final round of Puget Sound Partnership process for National Estuary Program funding. ANNOUNCEMENTS The next meeting will be on May 9 at Public Health in the regular location at the regular time. PUBLIC COMMENT: There was no public comment.
