HomeMy WebLinkAbout051319_ra01Department of Public Works O Regular Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, Public Works Director/County Engineer Agenda Date: May 13, 2019 Subject: Port Hadlock Sewer Briefing Statement of Issue: Public Works will conduct a short Board briefing on the current status of the Port Hadlock Wastewater project. Analysis/Strategic Goals/Pro's & Con's: In response to a citizen petition from the Port Hadlock core area, Public Works and the consultant design team recently completed an updated feasibility analysis for a public sewer. The main focus of this study was to lower initial capital costs by shrinking the initial service area to just the core area, which allows the use of a smaller and less costly modular treatment unit with updated technology introduced in 2014. The study also revisited the possibility of using a pressurized collection system, the main advantage of which is again lowering initial capital costs, although with some longer- term tradeoffs. Fiscal Impact/Cost Benefit Analysis: Lowering initial capital costs could help to get this project "off the ground", although with a smaller start up service area there are also fewer customers to pay for it. Grants and appropriations will be necessary in any scenario to make the project affordable, and by lowering the overall initial cost it may become more feasible to obtain funding sources that can help offset a larger proportion of the initial cost. Recommendation: The Board will not be asked to take any action. Public Works will continue to work with property owners, grant agencies, and legislators to move this project forward.
