HomeMy WebLinkAboutM050619ON CSC, ti 3 �lgSlilNG�O MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, May 6, 2019, 9:00 a.m. Jefferson County Courthouse — Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment regarding the need to change course with regard to nuclear weapons. • Comment regarding the usage of herbicides and pesticides. • Comment regarding compliance with operating agreements. • Comment announcing that the State Supreme Court Justices will be coming to Jefferson County to hold a forum and hear court cases on May 13 & 14, 2019. • Comment regarding the shortage of affordable housing. • Comment regarding herbicides and forest fire danger. • Comment regarding the County subsidizing the Rhododendron Festival by authorizing the use of Memorial Field for the Rhododendron Festival Carnival. • Comment regarding concerns about marijuana codes. • Comment regarding aerial spraying and clear cutting. • Comment regarding concerns about marijuana codes. • Comment regarding shooting and the Sportsmen's Gun Club Association. • Comment regarding shooting and the Sportsmen's Gun Club Association. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. RESOLUTION NO. 22-19 re: Call for a Special Election on August 6, 2019; Jefferson County Fire District No. 1, DBA East Jefferson Fire Rescue for a Ballot Proposition to Jefferson County Fire Protection District No. 1 to Expand its Board of Commissioners from Three Persons to Five Persons 2. RESOLUTION NO. 23-19 re: Construction of Roads and Utilities on a Portion of Public Right of Way known as Cleveland Street Commissioners Meeting Minutes of May 6, 2019 3. AGREEMENT re: JAVS Safeguard Maintenance; In the Amount of $3,855; Jefferson County Superior Court; Justice AV Solutions (JAVS) 4. AGREEMENT re: Corrections Sergeants Examination to Establish an Eligibility List for Promotional Hiring of the Jefferson County Jail Staff; In the Amount of $999; Jefferson County Civil Service; Public Safety Testing (PST) 5. AGREEMENT, Change Order No. 3 re: To Expand the Scope of Services and Increase the Total Payment Threshold regarding Castle Hill Parking Lot Improvements; An Additional Amount of $21,809.27 for a Total of $164,329; Jefferson County Central Services; Agate Asphalt 6. AGREEMENT re: Appraisal Services Big Quilcene River Floodplain Restoration & Salmon Recovery; In The Amount of $11,400; Jefferson County Environmental Public Health; SH&H Valuation and Consulting 7. AGREEMENT re: Phase I Environmental Assessment, Big Quilcene River Floodplain Restoration & Salmon Recovery; In the Amount of $2,100: Jefferson County Environmental Public Health; Stratum Group 8. AGREEMENT NO. 16-1480C, Amendment No. 1 re: Lower Big Quilcene Floodplain Acquisitions, Special Conditions Change Only, No Funding Change; Jefferson County Environmental Public Health; Washington State Recreation and Conservation Office (RCO) 9. AGREEMENT No. C1800029, Amendment No. 3. re: Local Source Control (LSC) in Efforts to Eliminate the Risk Associated with Hazardous Waste; Reduction in the Amount of $30,516.09 for a Total of $143,191.40; Jefferson County Environmental Public Health; Washington State Department of Ecology (DOE) 10. AGREEMENT NO. 17-1052C, Amendment No. 1 re: Adding McComb Property (Parcel #991 200 401) to Project Scope of the Big Quilcene Riparian Project; No Funding Change; Jefferson County Environmental Public Health; Washington State Recreation and Conservation Office (RCO) 11. AGREEMENT NO. 16-1480C, Amendment No. 2 re: Adding Bergeson Property (Parcel #991 200 501 and 702 241 004) to Project Scope of the Lower Big Quilcene Floodplain Acquisitions; No Funding Change; Jefferson County Environmental Public Health; Washington State Recreation and Conservation Office (RCO) 12. AGREEMENT re: Develop and Provide `Introduction to Videography' curriculum and provide three public presentations and coaching sessions; In the Amount of $2,499, fully funded by a Washington State Department of Fish and Wildlife (DFW) Grant; Jefferson County Environmental Public Health; Shane Anderson, North Forks Studios 13. AGREEMENT re: Removal of Poisonous Hemlock and provide one annual training to staff on Preventative Noxious Weed Control Measures; In the Amount of $4,000; Jefferson County Noxious Weed Control Board; Washington State Parks and Recreation Commission 14. MEMORANDUM OF UNDERSTANDING re: Noxious Weed Control in County Road Right- of-Way(s); In the Amount of $9,000; Jefferson County Public Works and Jefferson County Noxious Weed Control Board 15. MINUTES re: Special Meeting Minutes of April 29, 2019 16. Payment of Jefferson County Payroll Warrants Dated May 3, 2019 Totaling $895,420.53 and A/P Warrants Done by Payroll Dated May 3, 2019 Totaling $587,614.53 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) 2 Commissioners Meeting Minutes of May 6, 2019 ADDITIONAL BUSINESS: PROCLAMATION re: Proclaiming the Week of May 5 through May 11, 2019 as Municipal Clerks Week: After the Commissioners and County Administrator read the proclamation aloud, Commissioner Sullivan moved to approve the Proclamation proclaiming the week of May 5 through May 11, 2019 as Municipal Clerks Week. Commissioner Brotherton seconded the motion which carried by a unanimous vote. The meeting was recessed at 9:48 a.m. and reconvened at 9:51 a.m. with all three Commissioners present. DISCUSSION re: Criminal Justice Treatment Account Funding Designation: Public Health Director Vicki Kirkpatrick briefed the Board on the funding designation. DISCUSSION re: Letter of Intent to Sell or Lease Property to Olympic Community Action Programs (OlyCAP) for Affordable Housing: County Administrator Philip Morley, Central Services Director Mark McCauley and OlyCAP Executive Director Dale Wilson reviewed OlyCAP's interest in obtaining County -owned property for affordable housing. After discussion, Commissioner Sullivan moved to approve sending a letter of intent to sell or lease property to OlyCAP. Commissioner Brotherton seconded the motion which carried by a unanimous vote. DISCUSSION re: Facility Use & Fee Agreement for Rhododendron Festival Carnival Location; in the Amount of $3,850; Jefferson County Public Works, Parks and Recreation Division; Rhododendron Festival Association, and Special Facilities Use Agreement for Memorial Field for Rhododendron Festival Carnival Location; No Dollar Amount; Jefferson County Public Works, Parks and Recreation Division; Funtastic Shows, Inc.: County Administrator Philip Morley briefed the Board on a proposed Facility Use and Fee Agreement with the Rhododendron Festival and a Special Facilities Use Agreement for Memorial Field for the Rhododendron Festival Carnival Location with Funtastic Shows, Inc. After discussion, Chair Dean moved to approve both agreements. Commissioner Brotherton seconded the motion which carried by a unanimous vote. The meeting was recessed at 11:01 a.m. and reconvened at 1:34 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Community Outreach Meetings • Discussion with Commander of the Navy Indian Island re: Community relations and an upcoming meeting with County Officials in June; Navy's short-term cooperation opportunities; and comments regarding the Navy EIS are due June 12, 2019. • DCD Projects: 1) Critical Areas Ordinance; 2) Commercial Shooting; 3) Code Compliance Coordinator Recruitment; 4) Comprehensive Plan Docket; and 5) Nuisance Ordinance. • LETTER to U.S. Senators and Representatives re: Puget Sound Recovery. Commissioner Sullivan moved to send a letter of support for the Puget Sound Partnership to the Chair and ranking members of the U.S. Senate Appropriations Subcommittee and other Committees. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 3 Commissioners Meeting Minutes of May 6, 2019 Reconnect Grant. Commissioner Sullivan moved to support in concept the exploration of the feasibility of working with the PUD to encourage application of a Reconnect Grant. Chair Dean seconded the motion which carried by a unanimous vote. 1) North Olympic Salmon Coalition (NOSC) Request for Letter of Support from Board of County Commissioner Chair Kate Dean re: Property Acquisition; and 2) NOSC Projects: Kilisut Harbor Bridge and Kodama Farm • Forest Timber Resources; aerial spraying • Calendar Coordination • Future Agenda Items • Septic System/LID/Sewer/Large On -Site Sewage System (LOSS) NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the meeting at 3:22 p.m. until the next regular meeting or special meeting as properly noticed.
