MINUTES
Joint Oversight Board on Affordable Housing and Homeless Housing
Special Meeting — Wednesday, April 24, 2019 at 3:00 p.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Commissioner David Sullivan called the Special Meeting to order
in the presence of Public Health Director Vicki Kirkpatrick, and City of Port Townsend Councilmember
Michelle Sandoval. County Administrator Philip Morley arrived shortly after the meeting began.
PUBLIC COMMENT PERIOD: The Committee opened up the meeting to allow for
Public Comment. No one wished to address the committee.
APPROVAL of MINUTES: Councilmember Sandoval moved to approve the Special
Meeting Minutes of April 18, 2019 as presented. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.
COMMITTEE DISCUSSION: The Committee reviewed the following:
Joint Oversight Board Discussion of Proposals; Writing and Facilitation. Public Health Director
Vicki Kirkpatrick to begin work on a draft contract to be approved at a future meeting.
Update on Task Force Member Recruitment; Nine applications received to -date. Committee
members are continuing to notify potential candidates to apply to the Task Force. The Committee
concurred to extend the deadline by two weeks.
Identify Next Steps; Public Health Director Vicki Kirkpatrick to work on the contract and
incorporate elements from the Request for Proposals (RFP). The Committee anticipates receiving a
scope of work proposal from Siobhan Canty, Chief Executive Director of the Community
Foundation.

Public Comment. No one wished to address the committee.
FUTURE MEETINGS and AGENDA ITEMS: The next meeting is scheduled for May
15, 2019 at 3:00 p.m. in the Commissioners' Chambers.
