Pursuant to the Sponsor's request for a cost increase and Recreation and Conservation Funding Board approval
of that request through Resolution 2019-01, the Youth Athletic Facilities grant award is increased by $67,000 to
$229,450 and the Sponsor match amount is increased by $83,000 to $282,280 for a total increased project budget
of $511,730.
Special Condition #2 is updated to acknowledge mitigation related to the Inadvertent Discovery.
The scope of the grant is revised to add Architectural and Engineering.

Special Conditions
#1: Cultural Resources -Survey Required
Section 8 of this agreement requires compliance with Executive Order 05-05 and/or Section 106 of the National Historic
Preservation Act. RCO has completed the initial consultation for this project and a cultural resources survey is required.
The Sponsor must submit to RCO the survey and receive from RCO a Notice to Proceed before any ground disturbing
activities can begin. Construction started without a Notice to Proceed will be considered a breach of contract. In the
event that archaeological or historic materials are discovered while conducting ground disturbing activities, work in the
immediate vicinity must stop and the Sponsor must ensure compliance with the provisions found in Section 8 of this
agreement.
#2: Cultural Resources - Inadvertent Discovery Mitigation
In accordance with Section 8.d. of the project agreement; this project is subject to cultural resources oversight under
Governor's Executive Order 05-05. RCO is the lead agency tasked with insuring compliance with the Executive Order.
Based upon ongoing consultation efforts, Jefferson County must comply with the stipulations outlined in the mitigation
plan which is referenced in the cultural resources documents housed at the Department of Archaeology and Historic
Preservation under project #2018-03-02206 RCO. Jefferson County must also comply with all stipulations outlined in the
2019 Archaeological Site Alteration and Excavation Permit issued by Department of Archaeology and Historic
Preservation. DAHP is the lead agency for compliance related to the permit under RCW 27.44

requirements will be considered a breach of contract.

Subject: Amendment to RCO Grant Agreement for Memorial Field Lights
Statement of Issue:
The Recreation and Conservation Office (RCO) increased the Memorial Field lighting
grant to fund analysis and mitigation of the unanticipated discovery of cultural
resources. The discovery occurred at Memorial Field during the construction of the
new athletic field lighting system in August of 2018. An RCO grant agreement
amendment needs to be signed by the BoCC. This is the 3rd amendment of a total of 4.
Amendments 1, 2 and 4 are included for your reference.
Analysis/Strategic Goals/Pro's Et Con's:
Jefferson County Public Works, Tribal Councils, the Washington State Recreation and
Conservation Office (RCO), and the Washington State Department of Archaeology and
Historic Preservation, worked together to form at an understanding of how to move
forward with management and mitigation of the unanticipated discovery of cultural
resources. This grant agreement amendment helps fund services necessary to fulfill
Jefferson County's obligations in that understanding.
Fiscal Impact/Cost Benefit Analysis:
The RCO agreed to provide up to $67,000 of additional funding, not to exceed the
original match ratio of 45%.
Recommendation:
Sign two copies of the RCO Amendment to Project Agreement and return them to
Public Works.
