Subject: Resolution to Create County Project
Upper Hoh Road MP 0.00 to MP 12.04 Resurfacing and Safety
Improvements, County Road No. 914207
Statement of Issue: Create a county project known as the Upper Hoh Road MP 0.00 to
MP 12.04 Resurfacing and Safety Improvements.
Analysis/Strategic Goals/Pro's Et Con's: The Upper Hoh Road is showing signs of
pavement deterioration throughout its' 12.04 mile length. A timely pavement
preservation project is needed in order to preserve existing pavement and prevent more
costly repairs in the future. This project will also improve public safety by adding
guardrail at a recurring accident site, replacing another section of failing guardrail, and
installing new signs and pavement marking. Public Works has secured funding for this
project through the Federal Lands Access Program and the Rural Arterial Program.
Fiscal Impact/Cost Benefit Analysis: The total estimated project cost is $1,976,000,
which will be funded at 86.5% by a Federal Lands Access Program grant, and at 13.5% by
the County Road Administration Board (CRAB) Rural Arterial Program (RAP).
Recommendation: The Board is requested to sign one original of the Resolution to
Create County Project.

IT IS HEREBY RESOLVED that Upper Hoh Road, County Road No. 914207, from M.P. 0.00 to
M.P. 12.04, be improved as follows:
Preserve safe vehicular access to residences, the county shop, and Olympic National Park by
resurfacing 12 miles of Upper Hoh Road with a combination of chip seal and asphalt, installing
guardrail, and replacing signs and pavement markings.
This project is hereby declared to be a public necessity and the County Road Engineer is hereby ordered
and authorized to report and proceed thereon as by law provided.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purposes shown:

The project is hereby made a part of the officially adopted annual road program in accordance
with R.C.W. 36.81.130.
IT IS FURTHER RESOLVED that:

The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065
and W.A.C. 136.18.
