MEETING MINUTES

Chair Erin Lundgren called the meeting to order at 10:35 a.m. in the presence of Members Vicki
Kirkpatrick, Philip Morley and Mark McCauley and Legal Counsel Philip Hunsucker. Member Ruth
Gordon arrived shortly after the meeting began.
APPROVAL OF MINUTES
Member Morley moved to approve the meeting minutes of March 5, 2019 as presented. Member
McCauley seconded the motion. The motion carried.
EXECUTIVE SESSION
An Executive Session was scheduled from 10:30 a.m. to 11:00 a.m. Chair Lundgren announced that the
Executive Session will be held from 10:35 a.m. until 11:05 a.m. with the County Administrator, Chief
Civil Deputy Prosecuting Attorney, Superior Court Clerk, Public Health Director, Central Services
Director, Clerk of the Board/Risk Coordinator and Executive Assistant/Claims Coordinator regarding
Attorney-Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the
Open Public Meetings Act. The Committee concluded the Executive Session and resumed the regular
meeting at 10:55 a.m.
CLAIM FOR DAMAGES DISCUSSION AND POSSIBLE DECISION
Claim No.: #C-02-19
Claimant: Dennis Schmitt
Damages: $2,723.56
Allegation: Damage to Vehicle
The Committee reviewed the details of this claim. The original claim for damages was in the amount of
$275 for replacement of a windshield claimed to be damaged by sanding operations conducted by the
Jefferson County Public Works Department. The claimant received an estimate from All City Auto
Risk Management Committee Meeting Minutes – April 2, 2019 Page: 2
Body, after which he amended the amount of his claim for damages to $2,723.56 to include the repair of
additional vehicle damage he claims to have also been caused by the Public Works sanding operations.
Due to the amended claim, the Claims Administrator requested additional information from the
Jefferson County Public Works Department. The Committee took no action pending receipt of
additional information from the Jefferson County Public Works Department.
Decision: Pending
EXECUTIVE SESSION
An Executive Session was scheduled from 11:05 a.m. to 11:35 a.m. Chair Lundgren announced that the
Executive Session will be held from 10:57 a.m. until 11:30 a.m. with the County Administrator, Chief
Civil Deputy Prosecuting Attorney, Superior Court Clerk, Public Health Director, Central Services
Director, Clerk of the Board/Risk Coordinator and Executive Assistant/Claims Coordinator regarding
Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the
Open Public Meetings Act. The Committee resumed the regular meeting at 11:30 a.m. Chair Lundgren
announced that the Committee is extending the Executive Session from 11:30 a.m. to 11:50 a.m. The
Committee concluded the Executive Session and resumed the regular meeting at 11:50 a.m.
OLD BUSINESS
DISCUSSION: Member Morley discussed the possibility of performing an analysis on the following:
Risk allocation back to County Departments to manage their risk and prevent future claims; and
Possible increase in current deductible of $25,000 per occurrence with the Washington Counties
Risk Pool.
These items will be discussed at a future meeting.
NEW BUSINESS
DISCUSSION: Member Morley informed the Committee that during the Washington Counties Risk
Pool (WCRP) Spring Conference, he was elected to serve on the Executive Committee. He will provide
an update on the WCRP Spring Conference at a future meeting.
NOTICE OF ADJOURNMENT
Member Gordon moved to adjourn the meeting at 12:00 p.m. until the next regular meeting or special
meeting as properly noticed. Member Kirkpatrick seconded the motion which carried by a unanimous
vote.
