HomeMy WebLinkAbout052819_ca24 r?‹.$0 C� �sIII DRAFT MINUTE S Jefferson County Board of Commissioners Regular Meeting — Monday, May 20, 2019, 9:00 a.m. Jefferson County Courthouse— Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment regarding Anderson Lake toxin levels and public notification process • Comment regarding integrity and the County's Oath of Office. • Comment regarding the Rhododendron Festival and Consent Agenda Item No. 7 re: Jefferson County Fair Association. • Comment regarding the use of the Jefferson County Fairgrounds. • Comment regarding the banning of nuclear weapons. • Comment regarding the use of the Jefferson County Fairgrounds and proposed Cedar Ridge shooting facility. • Comment regarding the Larry Scott Trail connection from Four Corners to Discovery Bay. • Comment regarding the Larry Scott Trail connection from Four Corners to Discovery Bay. • Comment regarding signage at Anderson Lake regarding potential toxins, housing the homeless and those with low income. • Comment regarding the Board of County Commissioners (BOCC) letter of intent re: affordable housing property. • Comment regarding a previous comment made, gun noise from the Port Townsend gun range, and spraying of glyphosade and chemicals. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to remove Item No. 8 regarding Central Services Memorandum of Agreement and approve the remaining Consent Agenda items as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE re: Final Docket Regarding Suggested Text Amendments, Annual Amendment Cycle for Comprehensive Plan (CP) and Unified Development Code (UDC) - JCC 18.45.060(4); Hearing Scheduled for Monday, June 10, 2019 at 10:00 a.m. in the Commissioners' Chambers, Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, Washington 1 DRAFT Commissioners Meeting Minutes of May 20, 2019 2. AGREEMENT NO. E19-022,Amendment No. A re: E911 County Basic Service SFY19 Wireline and Wireless Operations; An Additional Amount of$5,621 for a Total of$324,860; JeffCom911; Washington State Military Department and State Enhanced 911 Fund 3. AGREEMENT re: Interlocal to Participate in Interagency Administration of Integrated Managed Care of Physical and Behavioral Health Services; No Dollar Amount; Kitsap, Clallam and Jefferson County (Olympic Regions Service Area); Health Care Authority(HCA) 4. AGREEMENT, Amendment A re: Funding for four part-time clerk hires thru Emergency Management Performance Grant (EMPG E19-142); In the Amount of$19,500; Jefferson County Emergency Management; Washington State Military Department, Emergency Management Division 5. AGREEMENT re: 2019 Hotel Motel (Lodging Tax) Grant Funding; In the Amount of$19,900; Jefferson County Chamber of Commerce 6. AGREEMENT re: 2019 Hotel Motel (Lodging Tax) Grant Funding; In the Amount of$34,840; Quilcene Historical Museum 7. AGREEMENT re: 2019 Community Services Grant Funding; In the Amount of$5,215; Jefferson County Fair Association 8. (Partially Deleted) AGREEMENT, SUBSCRIPTION AGREEMENT and MEMORANDUM OF AGREEMENT re: Collective Bargaining Agreement, Subscription Agreement for Trust Participation, and(Deleted) Memorandum of Agreement for the Jefferson County Central Services Employees; Teamsters Local#589 and Washington Teamsters Welfare Trust 9. MINUTES re: Regular Meeting Minutes of May 13, 2019 10. Payment of Jefferson County A/P Warrants Done by Payroll Dated May 5, 2019 Totaling $145,023.96 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) COMMISSIONERS' BRIEFING SESSION: The Commissioners briefly reported on recent meetings they attended. The meeting was recessed at 9:58 a.m. and reconvened at 10:04 a.m. with all three Commissioners present. PRESENTATION re: 2020 Census: Lorraine Ralston of the United States Census Bureau gave a presentation to the Board on how the 2020 Census will be conducted and encouraged public outreach. BRIEFING re: Olympic Discovery Trail (ODT); Discovery Bay to Larry Scott Trail Connection: Public Works Engineer John Fleming briefed the Commissioners on the Discovery Bay to Larry Scott Trail Connection and proposed routes. The Commissioners agreed with moving forward on the project. The meeting was recessed at 11:15 a.m. and reconvened at 11:23 a.m. with all three Commissioners present. DISCUSSION re: Resolution Updating the Jefferson County Personnel Administration Manual: Human Resource Manager/Clerk of the Board Erin Lundgren reviewed the proposed updates to the County's Personnel Manual. Chair Dean stated that she would like the words 2 Commissioners Meeting Minutes of May 20, 2019 LR A F T "exclusively"to be removed from the breastfeeding section. The Commissioners agreed to remove the words "exclusively." Commissioner Brotherton moved to approve the updates to the Jefferson Count Personnel Administration Manual as proposed, with the edit suggested by Chair Dean. Commissioner Sullivan seconded the motion which carried by a unanimous vote. The meeting was recessed at 11:34 a.m. and reconvened at 1:30 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • BRIEFING re: Draft Public Nuisance Ordinance. Chief Civil Deputy Prosecuting Attorney Philip Hunsucker and Deputy Prosecuting Attorney Austin Watkins briefed the Board on proposed edits to the Public Nuisance Ordinance. After review, Commissioner Brotherton moved to direct staff to bring forward a hearing notice for a Hearing on the proposed edits to the Public Nuisance Ordinance. Commissioner Sullivan seconded the motion which carried by a unanimous vote. • 2020 Census; new construction • BRIEFING re: Payment in Lieu of Taxes (PILT) Allocation Draft • Secure Rural Schools; use of the Title 3 funds • 5-Year Budget outlook • Human Society/Center Valley Animal Rescue • Review of topics to discuss and miscellaneous items The meeting was recessed at 3:22 p.m. and reconvened at 3:28 p.m. with all three Commissioners present. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
