STATEMENT OF ISSUE:
Jefferson County Public Health, requests Board approval of the Memorandum of Understanding (MOU) with
Jefferson County Sheriff's Office (JSCO) to provide specialty health care services to incarcerated individuals;

ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
Jefferson County Public Health will provide specialty health care services focusing on sexually transmitted
infections.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
JCSO will pay invoices in full, with no reductions as specified in RCW 70.48.130. There is no impact to the
general fund.
RECOMMENDATION:

MEMORANDUM OF UNDERSTANDING
Between
Jefferson County Sheriff's Office
And
Jefferson County Public Health
This Memorandum of Understanding ("MOU") between the Jefferson County Sheriff's Office
("JCSO") and Jefferson County Public Health ("JCPH") is entered into for the purpose of RCW
70.48.130.
WHEREAS, JCSO has the legal responsibility for the health and welfare of inmates in its care;
and
WHEREAS, JCPH has professional staff, facility, and ability to provide specialty health care
services to individuals incarcerated.
NOW THEREFORE, the parties agree to the following terms and provisions;
TERM OF AGREEMENT
This agreement will take effect upon execution by both parties. This agreement will be
automatically renewed for successive fiscal year periods thereafter commencing January 1,
2020, unless terminated.
Both parties have the right to terminate this agreement at any time by giving ten (10) days
written notice.
This agreement may be amended by mutual written consent of both parties.
2. HEALTH CARE SERVICES AND FACILITY
JCPH will provide specialty health care services focusing on sexually transmitted infections
(STI).
Health care services will be provided at JCPH, 615 Sheridan Street, Port Townsend,
Washington, 98368.
JCSO will schedule the appointment and make arrangements to use the back entrance for the
inmate to arrive for medical services. JCSO will notify JCPH if special accommodations are
necessary.
3. PAYMENT
JCPH shall bill JCSO within 30 days of services being provided. JCSO will pay invoices in
full, with no reductions as specified in RCW 70.48.130.
4. PERSONNEL
JCPH will assure state licensure, certification, or registration requirements are met and that
staff operate within their scope of practice, current licensure is maintained, and education
and training are consistent with requirements of patients being treated.
JCPH will conduct fingerprint background checks every 2 years on both Advanced
Registered Nurse Practitioners (ARNP) who will provide medical services to inmates from
JCSO.
5. LABORATORY
Laboratory services will be provided through the current agreement between JCPH and
Quest or the state Center for Disease Detection (CDD) lab.
Laboratory service charges from Quest will be based on the current year's fee schedule. All
laboratory services sent to CDD are free of charge.
6. PHARMACY
State -supplied pharmacy will be provided when available at no cost to JCSO. If state -
supplied pharmacy isn't available, a prescription will be provided or if JCPH has pharmacy
available it will be provided at cost.
7. OTHER CHARGES
Charges such as office visits and supplies will be based on the current year's fee schedule.
8. MEDICAL RECORDS
An electronic health record (EHR) will be created for every JCPH patient. Only providers
and staff involved in the care or care coordination of jail patients are permitted to review
that patient's records.
JCSO and JCPH will maintain strict confidentiality of all records in accordance with all
applicable Federal and State statutes and regulations relating to the confidentiality of patient
care records and information.
Records of both departments are confidential and each department will be responsible for
preserving the confidentiality of such records shared with the other, in accordance with the
law.
9. CARE COORDINATION
JCSO and JCPH seek to improve coordination of care for inmates requiring services at
JCPH. As such, the following will be implemented:
• JCSO will assure inmates will receive follow-up care from the jail RN.
• Jail RN will initiate referrals to JCPH.
• JCPH ARNPs will be available for additional screening, coordination, and referral
services.
10. DISPUTES
Any disputed issue not resolved pursuant to the terms of this agreement shall be submitted
in writing within 10 days to the County Risk Manager, whose decision in the matter shall be
final, but shall be subject to judicial review.
