Cedar Ave and SR116 x
IT IS HEREBY RESOLVED that Cedar Avenue , County Road No. 63710, from M.P. 0.40 to
M.P. 0.63, be improved as follows:
Construct curb, gutter(with additional dry wells), sidewalk and pedestrian lighting improvements on the
west side of Cedar Avenue, and bicycle lanes along both sides of Cedar Ave between Hayden Street and
the Jefferson County Library, an asphalt path between Cedar Ave. and Chimacum Creek Primary School,
and a pedestrian activated rectangular rapid flashing beacon at the crosswalk to the school on SR 116 to
improve safety for pedestrians and bicyclists.
This project is hereby declared to be a public necessity and the County Road Engineer is hereby ordered
and authorized to report and proceed thereon as by law provided.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purposes shown:

The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065
and W.A.C. 136.18.

Resolution to create County Road Project
Statement of Issue:
Adopt the attached Resolution that creates a project to improve Cedar Ave. from
milepost 0.40 to 0.63 by construction of sidewalk, bicycle lanes, pedestrian level
illumination, and stormwater improvements between Hayden St. and SR 116. The
project will also construct a pedestrian and bicycle path from Cedar Ave to the
Chimacum Creek Primary School, and a pedestrian activated rectangular rapid
flashing beacon for the crosswalk on SR 116 near Chimacum Creek Primary School.
This project is Project # 13 on the current 6-Year Transportation Improvement
Program (T.I.P.) and the 2019 Annual Construction Program.
Analysis/Strategic Goals/Pro's Et Con's:
This WSDOT Safe Routes to Schools - Cedar Ave./SR116 project will improve
pedestrian safety for students and others using the SR 116 crosswalk and walking and
bicycling along Cedar Ave.
Fiscal Impact/Cost Benefit Analysis:
The project is estimated to cost $880,000. Jefferson County has applied for and
anticipate award of $880,000 in Safe Routes to Schools (SRTS) funds, administered
thru the WSDOT, for this project. The Safe Routes to Schools grant will pay 100% of
the cost of this project.
Recommendation:
Please sign the attached Resolution creating this County Road Project.
