MINUTES
Joint Oversight Board on Affordable Housing and Homeless Housing
Special Meeting — Wednesday, May 15, 2019 at 3:00 p.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Commissioner David Sullivan called the Special Meeting to order
in the presence of Public Health Director Vicki Kirkpatrick, and City of Port Townsend Councilmember
Michelle Sandoval.
PUBLIC COMMENT PERIOD: The Committee opened up the meeting to allow for
Public Comment. No comments were made.
APPROVAL of MINUTES: Councilmember Sandoval moved to approve the Special
Meeting Minutes of April 24, 2019 as presented. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.
COMMITTEE DISCUSSION: The Committee reviewed the following:
Joint Oversight Board Discussion of Proposals; Writing and Facilitation. Public Health Director
Vicki Kirkpatrick provided suggested edits to the RFP Proposal with Lizanne Coker. The
Committee approved the edits and directed her to incorporate the changes in a finalized contract
with Ms. Coker for the Committee to approve at a later date.
Update on Task Force Member Recruitment; Public Health Director Vicki Kirkpatrick provided a
spreadsheet listing the applicants for the Task Force and their involvement with the community.
After review, Councilmember Sandoval moved to appoint and 17 -member Task Force that may be
expanded at a later date. Commissioner Sullivan seconded the motion. After further discussion,
Commissioner Sullivan added another applicant to the list bringing the Task Force total to 18,
which includes Commissioner Sullivan and Councilmember Sandoval who will also serve on the
Task Force. Commissioner Sullivan called for a vote on the motion. The motion carried by a
unanimous vote. The following members were appointed to the Task Force: Barbara Morey, Bryan
Nash, Amanda Funaro, Whitney Friddle, David Rymph, Margaret Webster, Jeff Monroe, Terry
Smith, Kathy Morgan, Aislinn Palmer, Roy Walker, Sarah Rogers, Kay Kassinger, Fred Kimball,
Lori Fleming and Frank Hoffman. Ms. Kirkpatrick will contact the appointees and reach out to
potentially more members.

• Identify Next Steps; Public Health Director Vicki Kirkpatrick will work on a finalized contract for
Lizanne Coker and bring forward to the Committee at the next meeting.
PUBLIC COMMENT PERIOD: The Committee opened up the meeting to allow for
Public Comment and listened and responded to four comments.
FUTURE MEETINGS and AGENDA ITEMS: The next meeting is scheduled for May
29, 2019 at 3:00 p.m. in the Commissioners' Chambers.
NOTICE OF ADJOURNMENT: Commissioner Sullivan adjourned the meeting at
4:21 p.m.
