HomeMy WebLinkAbout029 19 194 STATE OF WASHINGTON COUNTY OF JEFFERSON In the matter of initiating a x county road project designated as: x RESOLUTION NO. 29-19 Naylors Creek Culvert Replacements x West Valley Rd. and Gibbs Lake Rd. x IT IS HEREBY RESOLVED that West Valley Road, County Road No. 51410, at MP 2.59 and Gibbs Lake Road, County Road No. 51750, at MP 1.82, be improved as follows: Complete preliminary engineering, permitting, and Right-of Way acquisition for two fish barrier replacement culverts. This project is hereby declared to be a public necessity and the County Road Engineer is hereby ordered and authorized to report and proceed thereon as by law provided. Department of Public Works O Consent Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, Public Works Director// 7 Agenda Date: June 3, 2019 Subject: West Valley Rd. at Naylors Creek Culvert Replacement Gibbs Lake Rd. at Naylors Creek Culvert Replacement Resolution to create County Road Project Statement of Issue: Adopt the attached Resolution that creates a project that includes engineering through final design (including surveying, hydraulic and geotechnical investigations and reports), permitting, and right-of-way to develop shovel ready plans, specifications, and bid documents for two fish barrier culvert replacement structures on Naylors Creek (a tributary to Chimacum Creek). One culvert is at West Valley Road MP 2.59 the other is at Gibbs Lake Road MP 1.82. This project is Project # 12 on the current 6-Year Transportation Improvement Program (T.I.P.) and the 2019 Annual Construction Program. Analysis/Strategic Goals/Pro's a Con's: The Fish Barrier Removal Board grant program requires design and permitting of replacement structures be completed before funding applications for construction can be submitted. The goal is to complete the design and submit a combined construction grant application in 2021 for both fish passage barrier culverts. The culvert on West Valley Road is in very poor condition and must be replaced soon. Fiscal Impact/Cost Benefit Analysis: Engineering for the project is estimated to cost $230,000. Jefferson County has applied for and anticipates award of $198,849 in Fish Barrier Removal Board (FBRB) funds, administered thru the Washington Recreation and Conservation Office (RCO), for this project. The remaining estimated $31,151 will be from County Funds. Recommendation: Please sign the attached Resolution creating this County Road Project.
