SUBJECT: TWO (2) MEMORANDUMS OF AGREEMENT re: 1) Facilities
Maintenance Positions; and 2) Jefferson County Central Services
Employee Death Benefit; Teamsters Local#589
STATEMENT OF ISSUE:
A Memorandum of Agreement is proposed to adopt a new wage table reflecting the restructured Facilities
Maintenance positions and another Memorandum of Agreement is proposed to authorize the payment of
retroactive wages as a death of Jerome David Winegar.
ANALYSIS:
The Collective Bargaining Agreement with Teamsters Local #589 covering the Jefferson County Central
Services employees was approved by the Board of County Commissioners on May 20, 2019. Since the
date of adoption,the Facilities Maintenance positions were restructured and clarifying information was
received regarding the beneficiaries of Jerome David Winegar. Memorandums of Agreement have been
prepared to address these matters and have been approved by the Teamsters Local #589.
FISCAL IMPACT:
Facilities Maintenance Foreman increase: 1.8%
To maintain equity the Facilities Maintenance position is benchmarked at 12.5%below the foreman
position.
RECOMMENDATION:
Approve and sign the two (2) Memorandums of Agreement.

MEMORANDUM OF AGREEMENT
by and between
Jefferson County WA (Employer) and Teamsters Local 589 (Union)
In Settlement of Negotiations for a Successor Agreement to the 2018-2020 Agreement
covering
CENTRAL SERVICES DEPARTMENT
A. The parties have meet, conferred and bargained regarding a successor labor agreement to that
agreement which expired on December 31, 2017 covering the Bargaining Unit described as
"Central Services Department.
B. The parties desiring to memorialize their agreement regarding the receipt of retroactive wages by
the family of a deceased employee.
Now Therefore it is AGREED:
1. The Newly Adopted CBA wage rates reflecting a 5% wage increase which is retroactively
applicable to the Bargaining Unit shall also be retroactively applied to all wages earned or otherwise
paid to Jerome David Winegar who's life ended during the bargaining of the new successor CBA.
2. Such payment, which shall be a death benefit, shall be made to his former spouse Anne Dean for
the benefit of the children of Jerome David Winegar.
3. This agreement by the County and Union shall not act as any precedent regarding any future events,
issues, or matters and is a single incident appropriate only to the circumstances of Mr. Winegar
exclusively.
The foregoing being the agreement of the parties it shall become effective upon adoption by the County
Commissioners and shall remain effective through its term and as provided by law.

A. The parties have meet, conferred and bargained regarding a successor labor agreement covering
the period 2018 through December 31, 2020 covering the Bargaining Unit described as "Central
Services Department.
B. The parties desiring to memorialize their agreement regarding the adoption of a new wage table
reflecting positions reclassifications.
Now Therefore it is AGREED:
1. This MOA continues in full force and effect all non-conflicting provisions of the adopted CBA.
2. The Parties have agreed to the reclassification of citrine positions within the Bargaining Unit
resulting in changes to the wage table.
3. The Parties wish to adopt this MOA and Attachment A reflecting the new wage table for 2018
through 2020 which includes the reclassifications that are effective the first pay period of 2018.
The foregoing being the agreement of the parties it shall become effective upon adoption by the County
Commissioners and shall remain effective through its term and as provided by law.
