Jefferson County Board of Commissioners
Regular Meeting — Monday, June 3, 2019, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time
in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding a 5G network community meeting this week, an upcoming Chimacum grange
meeting, Anderson Lake State Park information, and ocean pollution.
• Comment regarding livestreaming an upcoming Growth Management Hearings Board meeting.
• Comment regarding potential issues with the renewal of the Jefferson County Sporstmen's
Association operating permit; and the display of a pride flag in the Commissioners' Chambers.
• Comment regarding gunfire noise from the Port Townsend gun range.
• Comment regarding livestreaming an upcoming Growth Management Hearings Board meeting.
• Comment regarding the abolishment of nuclear weapons.
• Comment regarding ordinances regulating shooting ranges.
• Comment regarding the abolishment of nuclear weapons.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Chair Dean
removed Consent Agenda Item No. 3. Commissioner Sullivan moved to approve the remaining items on
the Consent Agenda as presented. Commissioner Brotherton seconded the motion which carried by a
unanimous vote.
1. HEARING NOTICE re: Creating a New Segment of the Olympic Discovery Trail (ODT) from
Four Corners Road to Anderson Lake State Park; Hearing Scheduled for Monday, June 17, 2019
at 10:00 a.m. in the Commissioners' Chambers, Jefferson County Courthouse, 1820 Jefferson
Street, Port Townsend, Washington
2. RESOLUTION NO. 29-19 re: In the Matter of Initiating a County Road Project Designated as:
Naylors Creek Culvert Replacement; West Valley Road, M.P. 2.59 and Gibbs Lake Road, M.P.

5. AGREEMENT, Interlocal re: Continuation of the Peninsula Regional Transportation Planning

6. AGREEMENT re: Public Infrastructure Fund (PIF) Grant for Quilcene Water Tank Project—
Phase I Engineering, Design and Permitting; In the Amount of$155,000; Jefferson County
Central Services; Jefferson County Public Utility District(PUD)No. 1
7. AGREEMENT and SUBSCRIPTION AGREEMENT re: Collective Bargaining Agreement,
and Subscription Agreement for Trust Participation for the Jefferson County Sheriff's Office
Administrative Staff; Teamsters Local #589 and Washington Teamsters Welfare Trust
8. MEMORANDUM OF UNDERSTANDING (MOU)re: To Provide Specialty Health Care
Services to Incarcerated Individuals; Fee for Service; Jefferson County Public Health; Jefferson
County Sheriff

10. ADOPTION re: Updated Jefferson County Parks and Recreation Advisory Board Bylaws
11. ADVISORY BOARD REAPPOINTMENT: Ferry Advisory Committee; Four(4) Year Term
Expires May 4, 2023; Tom Thiersch
DISCUSSION re: RESOLUTION re: Calling for the United States to Negotiate for
the Elimination of All Nuclear Weapons (Consent Agenda Item No. 3): After discussion,
Commissioner Sullivan moved to approve RESOLUTION NO. 30-19 Calling for the United States to
Negotiate for the Elimination of All Nuclear Weapons. Commissioner Brotherton seconded the motion
which carried by a unanimous vote.
PROCLAMATION re: Declaring June 2019 as Pride Month: Chair Dean introduced
Dawn Darington who spoke about Pride Month. After all three Commissioners read aloud the
proclamation, Commissioner Brotherton moved to approve the proclamation, with a minor edit.
Commissioner Sullivan seconded the motion which carried by a unanimous vote.
BRIEFING re: License Agreement with Jefferson County Sportsmen's Association
(JCSA): County Administrator Philip Morley and Central Services Director Mark McCauley gave a
presentation on a draft license agreement with the JCSA. Staff will meet with members of the JCSA and
bring forward a proposal at a later date.
The meeting was recessed at 10:29 a.m. and reconvened at 10:39 a.m. with all three
Commissioners present.
APPROVAL of AGREEMENT re: Rural Communities Opioid Response Planning;
In the Amount of$200,000; Jefferson County Public Health; U.S. Department of Health and
Human Services, Health Resources and Services Administration (HRSA): Co-Executive Directors
of the Community Health Improvement Programs (CHIP), Lori Fleming and John Nowak, briefed the
Board on the agreement. After review, Commissioner Sullivan moved to approve the agreement.
Commissioner Brotherton seconded the motion which carried by a unanimous vote.

COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended and reviewed their meeting schedules.
The meeting was recessed at 11:43 a.m. and reconvened at 1:32 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Draft Letter re: Navy Northwest Training EIS; Chair Dean to work with staff and bring forward a
final draft at a later date.
• Jefferson County Sportsmen's Association; continuing discussions
• Voice-over internet phone system; handling voicemails
• ILA re: Salish Behavioral Health ASO
• Department of Natural Resources (DNR) Trust Land Transfer concerns
• State Auditor; update
• Animal Control Officer; vacant position

NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the
meeting at• ra, until the next regular meeting or special meeting as properly noticed.
Commissioner Sullivan seconded the motion which carried by a unanimous vote.
