Introduction
Olympic Wetland Resources, LLC has been authorized by Karyn Williams to determine if there
are changes from a wetland delineation conducted in 2007 (Karyn Williams, Wetland
Delineation and Analysis Report, Parcel # 901 142 001, August 2007). At that time a delineated
edge was established, a Category III wetland rated with 5O-foot buffers, and a building envelope
was defined.
Since the original delineation the Department of Ecology (DOE) has updated rating standards
(2014), therefore new buffer widths will now apply to all construction projects. A current rating
form is included with this report. The field work for this assessment at 409 Center Road
Chimacum, Washington was conducted on February 28,2019.
A single family residence, a barn, and outbuildings have been constructed within the established
building envelope and outside of 50 footwetland buffers established in 2007. A 30'X 5O'garage
is proposed within this same building envelope. This agricultural pasture land has been
developed to a successful working farm known as Red Dog Farm.
Description of Site
. Legal Description: Parcel#901 142 001, Section 14 Township 29N Range 1W
. Location: 409 Center Road, Chimacum WA, Jefferson County WA (approximately Yz mile
south of the Highway 19 and Center Road four way intersection)
o Soils: Se Semiahmoo muck, Th Tisch silt loam, Bk Belfast silt loam, small north east corner
is SaB San Juan gravelly sandy loam (a11 listed as a hydric soil, Jefferson County Hydric Soil
List 1 l9l except SaB), Slopes: 0 to 8 percent
This 23 acre site is described in the original 2007 Wetland Delineation report and includes soil
pit details, hydrology, and vegetation identified on the parcel. This report included updates in
the current codes and ratings.

Methodology
Fieldwork to determine the actual wetland boundaries was conducted according to the
methodology outlined in the Washington State Wetland Identification and Delineation Manual
(Department of Ecology March 1997) and 18.22 Critical Areas (2009), 18.22.2270, FWHCAs
18.22.440 HMP. All wetlands within Jefferson County are subject to requirements outlined in
the Jefferson County Unified Development Code (UDC) dated March 2009 with updates.
Wetland Assessment and Rating Findings
The parcel consists of agricultural land in the valley between Chimacum Creek to the west and
Center Road to the east. Chimacum Creek is now rated as a Type 66F" fish bearing stream with
150' buffers; all construction is proposed outside creek buffers.
The assessment in February 28,2019 followed a major snow storm and surface water was
present in the low areas outside the mapped building envelope. The 2007 delineated wetland
edge has NOT changed; it is defined by a distinct drop in topography (approximately 4 feet),
hydrology, and the presence of wetland vegetation. A hedge of native wetland shrubs was
planted between the wetland edge and the building envelope.
Wetland Analysis Results
During the original rating the wetland classified as Category III with 50 foot buffers. The
rationale behind this categorization is that the wetland is has little species diversity,habitat value,
and is surrounded by agricultural land. The new assessment still indicates the wetland rating as
Category III ( 16 points with 4 points for Habitat). There is a connection via a man-made ditch to
Chimacum Creek, the Creek is also confined to a distinct channel. Recent revegetation along the
buffer edges do not change this categorization.
In Jefferson County, the updated buffer width for a delineated Category III wetland is 60 feet due
to the low habitat quality of this agricultural wetland. All buffers are measured perpendicular
from the delineated edge (Jefferson County Unified Development Code, Jan. I ,2001, 3-30
Buffers Table 3-4). The proposed garage will be constructed outside all buffers and within the

Summary
A Category III wetland was delineated and rated in August2007 and required 50 foot buffers.
Currently there is a single family residence and farm building outside of those buffers in the
established building envelope. The goal for this project is to build a30'X 50' unheated garage
within that same building envelope.
This report confirms findings from the 2007 wetland delineation. The wetland edge still
coffesponds with a distinct swale connected by a man made ditch to Chimacum Creek. A11 data
was reexamined and confirmed during field findings on Febru ary 28th 2019.
According to the updated DOE rating form the wetland still qualiff as Category III due to lack of
diversity with the exception of recent voluntary plantings of native shrubs. Buffers will now be
60 feet measured from the wetland edge; the proposed garage is outside all buffers.
Final authority over this wetland determination will be Jefferson County Department of
Community Development. Jurisdictional authority over wetlands rests with the local, state and
federal agencies. All information in this report should be reviewed by the appropriate regulatory
agencies prior to approval. If there are further questions or planning requirements, please do not
