Joint Oversight Board on Affordable Housing and Homeless Housing
Special Meeting – Wednesday, May 29, 2019 at 3:00 p.m.
Jefferson County Courthouse – Commissioners’ Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Commissioner David Sullivan called the Special Meeting to order
in the presence of Public Health Director Vicki Kirkpatrick and City of Port Townsend Councilmember
Michelle Sandoval.
PUBLIC COMMENT PERIOD: The Committee opened up the meeting to allow for
Public Comment and listened and responded to two comments.
APPROVAL of MINUTES: Councilmember Sandoval moved to approve the Special
Meeting Minutes of May 15, 2019 as presented. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.
COMMITTEE DISCUSSION: The Committee reviewed the following:
Joint Oversight Board Discussion of Proposals; Writing and Facilitation; Potential Motion to
Recommend a Services Agreement: Public Health Director Vicki Kirkpatrick provided suggested
edits to the Agreement with Lizanne Coker. After review Councilmember Sandoval moved to
approve a Professional Services Agreement for Facilitator/Plan Writer for the Homeless Housing
Task Force with Lizanne Coker, with edits. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.
Identify Next Steps: The agenda for the next J.O.B. meeting will include the appointment of Sheriff
ndth
Joe Nole to the Task Force. The Task Force will meet the 2 and 4 Wednesday of every month
with some date changes, beginning on June 12, 2019. The Committee members will work on an
orientation packet and a list of meeting dates to distribute to new Task Force members at the first
meeting.
PUBLIC COMMENT PERIOD: The Committee opened up the meeting to allow for
Public Comment and listened and responded to three comments.
FUTURE MEETINGS and AGENDA ITEMS: The next meeting is scheduled for
June 12, 2019 at 2:00 p.m. in the Commissioners’ Chambers. The first Task Force meeting will take
place immediately afterwards, time to be determined.

NOTICE OF ADJOURNMENT: Commissioner Sullivan adjourned the meeting at
3:40 p.m.
