HomeMy WebLinkAboutFacilities Maintenance/Capital Projects Supervisor JEFFERSON COUNTY Job Description Job Title: Facilities Maintenance/Capital Projects Supervisor Department: Central Services Reports To: Director of Central Services FLSA Exempt: NO HIP AA: Level 3 BBP: Potential Exposure Union: Teamsters Salary Grade: CSFMS Approved By: Human Resources Manager Gy(�)f"ti'ffhe.,o'l Approved Date: June 2019 SUMMARY Supervises the day-to-day maintenance activities of all County facilities,participates in facilities and parks program planning, carries out all tasks associated with the efficient and safe operation of County facilities and manages all phases and aspects of facilities construction projects. The position also supervises and coordinates personnel,the repair and maintenance of County facilities,budget preparation, capital projects and other activities related to the facilities management program. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Makes technical recommendations to management as a result of working directly with department managers/directors, staff and vendors to determine how facilities projects can best be completed with the least impact on County operations. Participates in short and long range planning for major facilities elements(HVAC,roof replacements, etc.)with Central Services Director. Prepares cost estimates and budgets for review and approval by the Central Services Director. Monitors Facilities Fund budgets and assigned Construction Fund projects to ensure they are within the annual budget. Sets work level expectations, goals and objectives. Conducts regular meetings with Facilities personnel for exchange of information, updates, changes in procedures and routine personnel activities. Develops and coordinates work schedules and maintenance schedules and goals. Schedules safety training for facilities staff. Organizes and supports custodial activities, including training requirements for custodial staff. Develops standards for County facilities maintenance. Performs repairs and maintenance(plumbing, electrical, etc.)activities with subordinate personnel. Plans and manages major facilities capital improvement projects,develops project budgets, schedules and alternatives. Administers budgets and schedules, and takes responsibility for project results. Manages the selections of consultants for the planning, design and construction phases of multiple projects. Develops and administers contracts with consultants and contractors. Prepares or reviews conceptual,technical and presentation documents. Manages the bidding and award phase for construction projects of various sizes. Performs construction inspection tasks for a variety of project types. Functions as the owner's on-site representative for construction projects. Maintains records of inspection and other documentation. Performs project management tasks for projects under construction. Coordinates communication between owner, consultant and contractor.Negotiates changes in the contract. Manages or monitors construction schedule,costs and budget. Performs project close out tasks. Provides technical leadership to employees,contractors,or consultant in the performance of project administration. Coordinates maintenance activities including scheduling and executing planned maintenance at County facilities and parks. Manages minor park development and/or improvement projects. Stays abreast of current trends, issues,practices, etc. in the facilities and park maintenance field, including development of new equipment and practices that improve economies of facility and park operation or maintenance. SUPERVISORY RESPONSIBILITIES Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include participating in the interviewing and hiring process, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Periodically checks progress of work and provides instructions on accomplishing work involving unusual problems. The work is highly confidential. This position has supervisory responsibilities for the Custodial Supervisor and Facilities Maintenance positions. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE Bachelor's degree(BA or BS)from four-year college or university in building construction management or related field and(4)years experience in facilities maintenance or related field including at least one(1)year supervisory, lead or management experience. OR Associates Degree(AA) in building construction management or related field and six(6) years experience in facilities maintenance or related field including at least one(1)year supervisory, lead, or management experience. OR An equivalent combination of education and experience. LANGUAGE SKILLS Ability to read and interpret documents such as safety rules,operating and maintenance instructions,procedure manuals,technical procedures or governmental regulations. Ability to communicate effectively both verbally and in writing. Ability to effectively present information and respond to questions from groups of managers,clients and customers. MATHEMATICAL SKILLS Ability to add, subtract,multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.Ability to calculate figures and amounts such as rates, discounts, interest, commissions,proportions,percentages, area, circumference, and weights and volumes.Ability to prepare and interpret graphs. REASONING ABILITY Ability to creatively develop approaches/solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written,oral,diagram or schedule form. COMPUTER SKILLS: To perform this job successfully, an individual should have knowledge of drafting software,database software; internet software; spreadsheet software and word-processing software. CERTIFICATES,LICENSES,REGISTRATIONS Valid Washington State Driver's license. First Aid/CPR certification OTHER KNOWLEDGE,SKILLS&ABILITIES Ability to successfully complete annual training as assigned including annual training in handling blood borne pathogens. Knowledge of the Jefferson County Exposure Control Plan. Ability to use a personal computer and software and adapt to new and/or modified equipment which may be required. Skill in the use of hand and power tools and their maintenance. Knowledge of facilities electrical, plumbing, and mechanical systems, custodial functions,and carpentry. Knowledge of landscape maintenance,techniques, methods, and equipment needed in the performance of same. Ability to communicate and work effectively with the public,peers, subordinates,and supervisors. Ability to schedule time with contractors, make immediate decisions and work with users of facilities. Remain collected and firm in discussions with contractors, consultants,or citizens who may be angry, argumentative or otherwise hostile. Ability to work on multiple projects concurrently with frequent interruptions,work under pressure and meet established time lines.
