HomeMy WebLinkAbout10 0923 02 STATE OF WASHINGTON County of Jefferson In the Matter of Amending the Enhanced 911 Excise Tax on the Use of Radio Access Lines } } } ORDINANCE NO. 10-0923-02 WHEREAS, the emergency services communications systems, including enhanced 911 systems are currently funded with revenue from state and local excise taxes imposed on the use of switched and radio access lines; and, WHEREAS, the volume of 911 calls by users of cellular communications systems and other similar wireless telecommunication systems continues to increase; and, WHEREAS, the County passed Ordinance No, 10-0809-94 in 1994 imposing a tax of twenty-five (25) cents per month on each radio access line; and, WHEREAS, the 2002 legislature found that statewide enhanced 911 has proven to be a lifesaving service and that routing a 911 call to the appropriate public safety answering point with a display of the caller's identification and location should be available for all users of telecommunications services, regardless of the technology used to make and transmit the 911 call, The legislature also found that it is in the best interest of the public to ensure that there is adequate ongoing funding to support enhanced 911 services; and, WHEREAS, the 2002 legislature amended RCW Chapter 82,14B to allow County legislative authorities to increase an excise tax of twenty-five (25) to fifty (50) cents per month on each radio access line to fund the emergency services communications system, NOW, THEREFORE, BE IT ORDAINED, by the Board of County Commissioners of Jefferson County, Washington, that the Jefferson County Code Chapter 3.20, Article II Radio Access Lines is hereby amended as follows: Tax Imposed (JCC Section 3.20.080) Pursuant to Chapter 82,14B RCW, there is hereby levied an excise tax of$O,50 per month on each radio access line, for which the address of the end user is set forth in the records of the radio communications service company, as defined in RCW 80,04,010, providing such radio access line is located in Jefferson County emergency communications system, Tax Effective Date (JCC Section 3.20.060) The effective date of the adjusted excise tax on the use of radio access lines to fifty (50) cents shall be January 1, 2003, 10-0923-02 Ordinance No. - Amending the Enhanced 911 Excise Tax on the Use of Radio Access Lines Sheriff to Provide Notice (.TCC Section 3.20.120) The Jefferson County Sheriff is directed to provide notice of the tax imposed by RCW 82.14B to each radio communications service company providing radio access lines in Jefferson County.
