LESLIE GEOLOGICAL SERVICES 7815 Kerbaugh Rd NE Olympia, WA 98516 360-456-1335 lingley@olywa.net Geotechnical Report Gardner Grandmother-Flat ADU Addition on Existing Garage Parcel Number 901085001 NW/4 Section 8, T29N, R1W, Jefferson County October 8, 2002 Introduction and General Description This report summarizes a geotechnical investigation of geologic hazards pertaining to ground under a proposed addition of a 900-square-foot grandmother flat on the Gardner property. The proposal is located on "Class 1: Stable Gentle Slopes" (Gayer, 1976), but 400-feet from a Class 3: "Area of Poor Natural Stability". The proposed addition is in an area of gentle slopes on Vashon lodgment till, which overlies sedimentary bedrock of probable Eocene to Oligocene age. A small swale directly south of the proposal is marginally steeper and has season high flows on the order of five gpm. These stable rock and soils units and regional geomorphology indicate that slopes under and near the proposal are stable. This conclusion is supported by analysis using XSTABL. The proposal will not materially affect the hydrology or soil mechanics of adjacent areas including the swale south of the proposal or !ess slopes 400-feet to the west. Some Qualifications of Leslie Geological Services The staff of Leslie Geological Services has more than 29 years of experience in the geology of the Olympic Peninsula and have mapped more than 2,000 landslides in the area. We have produced six watershed analyses on the Peninsula (i.e., Lingley, L., 1999), numerous slope stability reports (i.e., Gerstel and others, 1997; Lingley and Lingley, 1999; 2002), and several publications on the geology of the Olympics (Dravovich and others, 2002; Gerstel and Lingley, 2000). This report was prepared by William S. Lingley, Jr. (Washington State Licensed Engineering Geologist 324) and reviewed by Leslie L. Lingley (Washington State Licensed Engineering Geologist 229). Required Information Geologic Setting The proposal is on a 330-foot high, north-trending bedrock hill that is mantled with sediments deposited from continental glaciers. No landslides or major faults are mapped in the area. Highly compactable and liquefiable soils are not present. Site Location and Topography NOV ] 3 2002 The proposal is near the crest of the hill north of Anderson Lake Road, east of Highway:_20,~a_n. d~ northeast of the "community" of Woodmans. ;~ : Topography on and directly adjacent to the proposal consists of a pasture rising gently eastward from an approximate elevation of 290 feet to 340 feet. The approximate average slopes are less than 9 percent over a horizontal distance greater than 600-feet surrounding the site (-1 V: 12H (USGS, Port Townsend South, 7.5 Minute Quadrangle, Photorevised 1981). These slopes flatten eastward. About 800 feet west of the proposal, slopes increase to an approximate average of 15 percent (-t V:6H) over slope-distance of-600-feet. Further west, slopes dip steeply into Discovery Bay at an average of 40 percent. A small, west-trending swale is present at the southern edge of the proposed addition. (See Cross-Section AA'.) The swale is approximately 13-feet deep giving an average slope of about 30 percent (-1V:4H). The slope is steepest at its eastern edge owing to either: 1) a few feet of fill that were graded into the swale to provide a flat lawn south of the existing garage (This grading was performed at some time prior to purchase of the property by the Gardners), or 2) shallow bedrock. Geologic Units, Soils The site is located on a glacially scoured, shale- and sandstone-bedrock hill that trends northward along the eastern margin of Discovery Bay. Geologic observations by Leslie Geological Services and geologic mapping by Pessl and others (1989), Grimstad and Carson (1981), Gayer (1976a), and Dragovich and others (2002) indicates the site is covered by Vashon lodgment till composed of matrix-supported clayey gravel with sand (Class~ed as "GC" using Howar~ 1986). Two water-well logs (attached) on the site suggest the till is 14- to 15-feet thick. Data from Dragovich and others (2002) correlated with the water well information suggest the till is underlain by Oligocene- to Eocene-aged sedimentary bedrock. (Basaltic rocks of the Crescent Formation may also be present). Presumably, advance outwash and older Quaternary sediments were removed by scour or never deposited on the crest. In this area, Vashon lodgment till and the Oligocene- to Eocene-aged sedimentary bedrock are both considered generally stable and cohesive. About 800 feet west of the proposal, on steeper slopes, advance outwash (Pessl and others, t989) and Eocene to Oligocene marine sedimentary rocks (Dragovich and others, 2002) crop out. These units appear to overlie hard volcanics rocks forming a hydrologic barrier and a marked contrast in rock and soil characteristics. These relations together with steep slopes have created landslides further south along Highway 20. Excavation into the steeper slopes or projects that alter groundwater flow in this area can exacerbate slope stability problems. However, slopes in these areas are classified by Gayer (1976b) as "Class 2: Steep Slopes Believed to be Stable" and Class 3: Areas of Poor Natural Stability". Jefferson County classifies these slopes as a "Slight Landslide Hazara~' area. No landslides, subsidence, or liquefaction features have been identified in the general vicinity of the proposal (Pessl and others, 1989; Gayer, 1976). The proposal in located in Gayer's "Class 1: 2 Stable Gentle Slopes" zone. This interpretation is supported by our analysis of g¢omtsrPhOlogy and other field geology. ,k~0V 1 3 2002 Adjacent to the proposal, the geologic units are overlain by soils of the Alderwood-Sincla association and characterized as moderately well drained, gravely soils (McCreary, 19~5'); whldi~: :: are generally developed on till. Locations of Springs The gentle swale south of the site is fed by refluxing groundwater along its length. Although no specific hydrologic interface has been observed, forest duff and other shallow soils of the Alderwood-Sinclair association form a thin permeable zone over the relatively impermeable till. Significant piping or other ground failure associated with springs has not been observed. Evaluation of Impacts on Existing Hazards There are no hazards indigenous to the immediate area of the proposal. The west-facing pasture slopes at a low angle, is developed on stable rocks and soil, and shows no evidence of unfavorable hydrogeology. The proposal will not significantly increase runoff to the area. Therefore, these slopes are considered as stable within constraint of predictable recurrence frequency. As noted above, the small area of somewhat steeper slopes in the swale south of the proposed addition may result from fill or from shallow bedrock (Cross Section AA'). Shallow bedrock would be stable, whereas removing the fill to re-establish the original slope would Strengthen area under the fill-slope. A series of XSTABL stability analyses (Sharma, 2001) were performed on slopes directly above the swale south of the proposal. We used design earthquake accelerations calculated using values presented on the USGS Geologic Hazards website. These were corrected for peak vertical and horizontal ground accelerations and coupled with conservative values for cohesion, phi, and soil weights. These indicate a factor of safety (FOS) of about 1.14 with seismic risk and with a winter water table at the ground surface (Cross Section BB'). This high water-table simulates a rain-on-snow event. The resulting stable FOS values are no surprise; the slope into the swale is short, the slope is low angle, and it is composed of till. The results are corroborated by a lack of slough observed during recent rain-on-snow events and the 2001 earthquake. By removing the fill to a depth of five feet, the seismic-risked FOS increases greatly. The surcharge from the proposed addition is not large. Discussion All slopes in the area of the proposal should remain stable during and after construction. The proposal will not significantly increase runoff or decrease soil strength for slopes of lower stability 400-feet west of the proposal. 3 Recommended Mitigations 1) 2) All fill should be removed from the foundation such that the footing is on:till or bex!r~ Q~k. Five feet may be required to re-establish the probable original slope. This fill may'be~ side cast or compacted the track in the swale. Following recommendations of a professional engineer, a well-graded perimeter French- drain could be installed and day-lighted to the south.
