HomeMy WebLinkAbout070119_ca03 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST TO: Board of County Commissioners Philip Morley, County Administrator U //t 7/7 FROM: Mark McCauley, Central Services Director �° DATE: July 1, 2019 SUBJECT: Request for Board of County Commissioners approval to issue a Request for Proposals to lease county property located at 3000 Clearwater Road STATEMENT OF ISSUE: Jefferson County was asked by Quigg Bros., Inc., a construction company based out of Aberdeen, Washington to lease a portion of the county property located at 3000 Clearwater Road in Forks, Washington. Quigg Bros., Inc. have been contracted by the Washington State Department of Transportation to complete a construction project on state road. The site is conveniently located and will facilitate Quigg's completion of the project. WSDOT project managers will also use the site at Quigg's convenience. ANALYSIS: We are amenable to leasing a portion of the property. County use of the Clearwater Annex has been substantially reduced in recent years. The county has a shop on the property that is not part of this lease. We will continue to have access to the site to conduct any required county business. RCW 36.34.160 governs the leasing of county property. Prior to leasing county property, the county must give notice of its intention to make such lease by publishing a notice in a legal newspaper at least once a week for the term of three weeks. The notice shall announce the day and hour that the Board of County Commissioners will meet to consider entering into a lease. A public hearing notice announcing the county's intent to lease the property is attached. Should the hearing notice be approved a Request for Proposals will be published encouraging interested parties to submit proposals. FISCAL IMPACT: This request, in and of itself, has no fiscal impact. RECOMMENDATION: That the Board of County Commissioners approve the attached public hearing notice announcing its intent to lease certain county property. Box 1220 Port Townsend, WA 98368 NOTICE OF PUBLIC HEARING JEFFERSON COUNTY SEEKS TO LEASE A PORTION OF ITS PROPERTY LOCATED AT 3000 CLEARWATER ROAD, FORKS, WASHINGTON 98331 A public hearing will be held on Monday, July 22, 2019 at 10:00 am by the Jefferson County Board of Commissioners at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA 98368 for the purpose of taking public testimony regarding leasing a portion of the county property at 3000 Clearwater Road, Forks WA 98332. The portion of the property to be leased includes the following: (a) three bedroom living quarters; (b) office space; and, (c) the non-exclusive use of approximately 5,000 square feet of the construction equipment storage yard. State law requires that objections to the lease of public property be submitted in writing to the Jefferson County Commissioners at jeffbocc@co.jefferson.wa.us or at P.O. Box 1220, Port Townsend, WA 98368 before or during the public hearing.
