Joint Oversight Board on Affordable Housing and Homeless Housing
Special Meeting – Wednesday, June 12, 2019 at 2:00 p.m.
Jefferson County Courthouse – Commissioners’ Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Commissioner David Sullivan called the Special Meeting to order
in the presence of Public Health Director Vicki Kirkpatrick and City of Port Townsend Councilmember
Michelle Sandoval.
PUBLIC COMMENT PERIOD: The Committee opened up the meeting to allow for
Public Comment and listened and responded to two comments.
APPROVAL of MINUTES: Councilmember Sandoval moved to approve the Special
Meeting Minutes of May 29, 2019 as presented. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.
COMMITTEE DISCUSSION: The Committee reviewed the following:
Discussion and Possible Action: Law Enforcement Task Force Member: Councilmember
Sandoval moved to appoint Sheriff Joe Nole to the Affordable Housing and Homeless Housing
Task Force. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
Discussion re: Funding of Support Staff: The Committee reviewed staffing needs for serving the
newly formed Task Force. Public Health Director Vicki Kirkpatrick noted that she would like the
Health Department to be able to provide oversight of the new staff person and she could provide the
office space for that person. Councilmember Sandoval will check to see if the City of Port
Townsend has staffing available.
Identify Next Steps: The agenda for the next Joint Oversight Board meeting will include
discussion of HB1406 re: Washington State Sales Tax Rebate to help fund the County’s housing
needs.
FUTURE MEETINGS and AGENDA ITEMS: The Committee discussed future
meeting topics to include: HB1406, Joint Oversight Board meeting schedule, review of Task Force
meeting materials, the Happening Plan, the Homeless Count data, and the Interlocal Agreement. The
next meeting will be held on June 26, 2019 at 1:30 p.m. in the Commissioners Chambers, followed by a
Affordable Housing and Homeless Housing Task Force meeting.
