HomeMy WebLinkAbout070819_ca02 �tSO, rC , .-. . ...4• ,, 0,, .8„,N, DRAFT MINUTE S Jefferson County Board of Commissioners Regular Meeting — Monday, July 1, 2019, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment regarding the Jefferson County Sportsmens Association's (JCSA) dedication to decrease sound at the range. • Comment thanking the County for the use of the public equestrian facility. • Comment regarding needing more quiet days at the JCSA range, and the cost of gun wounds. • Comment regarding the recent JCSA agreement with the County. • Comment regarding not being comfortable with people training to use guns. • Comment regarding access to the equestrian park, and the Washington State Ferry operations and proposed fee increases. The Commissioners addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Chair Dean stated she would like to discuss Consent Agenda Item No. 7 further. Commissioner Brotherton agreed and had questions about Consent Agenda Item No. 1. He moved to remove Items No. 1 and 7 from the Consent Agenda. The motion failed for lack of a second. Commissioner Sullivan moved to remove Consent Agenda Items No. 1 and 7 from the Consent Agenda and approve the remaining items as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. (Removed) RESOLUTION NO. re: HEARING NOTICE: 2019 Second Quarter Budget Appropriations/Extensions; Various County Departments; Hearing scheduled for Monday, July 15, 2019 at 10:00 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA (Approved later in the meeting) 2. RESOLUTION NO. 33-19 re: In the Matter of Authorizing the Jefferson County Board of Commissioners to Legally Bind Jefferson County with Respect to Two Applications for Grant Assistance to the Recreation and Conservation Office (RCO) in 2019; Projects 1) RCO #19- 1579: Thorndyke Road MP 4.71 Culvert Replacement, and 2) RCO #19-1588: Naylors Creek Culvert Replacements 1 Commissioners Meeting Minutes of July 1, 2019 DRAFT 3. FACILITY USE AGREEMENT re: For use of the Brinnon, Chimacum, Gardiner, Port Townsend and Quilcene Community Centers to Provider Services During and After a Disaster; No Dollar Amount; Jefferson County Central Services; Kitsap and Olympic Peninsula Chapter, The American National Red Cross 6. AGREEMENT NO. IA719-390, Amendment No. 1 re: Interagency to reevaluate the Dosewallips State Park Sewer System Capacity;No Dollar Amount; Jefferson County Central Services; Washington State Parks and Recreation Commission 7. AGREEMENT NO. 1963-56860 re: Administration of Advance Long Term Payables Program; No Dollar Amount; Jefferson County Public Health; Washington State Department of Social and Health Services (WSDSHS) 10. MINUTES re: Regular Meeting Minutes of June 24, 2019 11. ADVISORY BOARD RESIGNATION: Jefferson County Marine Resources Committee (MRC); Environmental/Conservation Alternate, Anna Bachmann DISCUSSION re: RESOLUTION NO. 34-19 re: HEARING NOTICE: 2019 Second Quarter Budget Appropriations/Extensions; Various County Departments (Consent Agenda Item No. 1): The Board reviewed the proposed hearing notice and Central Services Director Mark McCauley and County Administrator Philip Morley answered questions. Director McCauley stated that there was a typo on the Public Health Department appropriation request page. Where it says $12,000 it should read $5,280. After discussion, Commissioner Brotherton moved to approve the HEARING NOTICE, as amended to correct the detail in the Public Health Department appropriations request form, re: 2019 Second Quarter Budget Appropriations/Extensions; Various County Departments; Hearing scheduled for Monday, July 15, 2019 at 10:00 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA. Commissioner Sullivan seconded the motion which carried by a unanimous vote. DISCUSSION re: AGREEMENT re: Control of Invasive Knotweed (Consent Agenda Item No. 7): The Board discussed the issue of using glyphosade for handling invasive and noxious weeds. After review, Commissioner Sullivan moved to approve the AGREEMENT re: Control of Invasive Knotweed; Funding Provided by Puget Sound Acquisition and Restoration(PSAR) #16- 1476; Jefferson County Noxious Weed Control Board; Hood Canal Salmon Enhancement Group (HCSEG). Commissioner Brotherton seconded the motion which carried by a unanimous vote. 2 DRAFT Commissioners Meeting Minutes of July 1, 2019 COMMISSIONERS BRIEFING SESSION The Commissioners and County Administrator reported on recent meetings they attended and Calendar Coordination. The meeting was recessed at 10:15 a.m. and reconvened at 11:01 a.m. with all three Commissioners present. EXECUTIVE SESSION: An Executive Session was scheduled from 11:00 a.m. to 11:30 a.m. Chair Dean announced that the Executive Session will be held from 11:01 a.m. to 11:30 a.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 11:28 a.m. EXECUTIVE SESSION: An Executive Session was scheduled from 11:30 a.m. to 12:00 p.m. Chair Dean announced that the Executive Session will be held from 11:30 a.m. to 12:00 p.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 11:49 a.m. The meeting was recessed at 11:49 a.m. and reconvened at 1:31 p.m. with Chair Dean and Commissioner Brotherton present. Commissioner Sullivan joined the meeting at 1:46 p.m. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Authorization and Concurrence re: Purchase of Bochat Property on the Big Quilcene River Floodplain: Environmental Health Natural Resources Program Coordinator Tami Pokorny briefed the Board on the proposed purchase of the Bochat Property. After discussion, Commissioner Brotherton moved to proceed with the Authorization and Concurrence of the Bochat property located in the Big Quilcene River Floodplain. Chair Dean seconded the motion. CLOSED SESSION: A Closed Session was scheduled from 3:00 p.m. to 3:30 p.m. Chair Dean announced that the Closed Session will be held from 3:05 p.m. to 3:35 p.m. with the County Administrator and Labor Consultant regarding discussion of Strategy or Position for Collective Bargaining, Professional Negotiations, or Grievance of Mediation Proceedings under exemption RCW 42.30.140(4)(b) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 3:35 p.m. Chair Dean announced that the Board will be extending the Closed Session from 3:36 p.m. to 3:51 p.m. The Board resumed the regular meeting at 3:51 p.m. Chair Dean announced that the Board will be extending the Closed Session from 3:52 p.m. to 4:07 p.m. The Board resumed the regular meeting at 4:07 p.m. Chair Dean announced that the Board will be extending the Closed Session from 4:08 p.m. to 4:15 p.m. The Board concluded the Closed Session and resumed the regular meeting at 4:15 p.m. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Duckabush Estuary project and meeting • Taxing District analysis re: State Forest Lands • State Forest Practices Board; board opening NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the meeting at 4:26 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
