Please see the attached request letter, enclosures and redline scans from DCD relating to county review of the Amendment No. 1 of the Binding Site Plan, The Meadows No 1. And 2, and
Declarations for Meadows No. 1. And 2.
As you know, I am reviewing this project at the very end and rely on Michelle’s typed and hand-written notes. I thought that the mini-storage area could be treated as a stand-alone parcel
and did not need to be included in the legal descriptions. Unfortunately, this is not the case as there was discussion between yourself, Sherrie, and Michelle that it does, in fact,
need to be included because it recorded initially as part of the original binding site plan. The legal descriptions on all of the documents will need to be updated accordingly and verified
by both me and Sherrie.
While staff reviewed the April 1st, 2018 submittal, your surveyor submitted simple changes to Meadows No 1. And 2 on April 23, 2019. The redline attached features the April 1st submittal;
however it is based on and accounts for those changes submitted on April 23rd.
As a newcomer to this review, this surveys were extremely confusing to follow and involved extensive review time from DCD. This indicates the future issues staff will encounter many
years from now when trying to interpret the binding site plan amendment. There were many obstacles to efficiently review your resubmittal. I suggest that you withhold submitting documents
or surveys piecemeal. This means that you should not resubmit until you have the Financial Assurance Plan and the O& M Agreement prepared and signed by PUD and that you have addressed
each item in my request letter. There were still outstanding items from the initial review that remain unaddressed. DCD has long exhausted the fees by the applicant. I will be tracking
and invoicing at the hourly $94 rate for any additional time after this email.
The Financial Assurance Plan as well as O & M agreement must be consistent with the Declarations for No 1. and 2. The simple way of doing this may be to reference the recording AFN’s
for the respective FAP and O & M in the declarations.

Coming soon: Effective July 1st, DCD will offer an online scheduling calendar to request appointments, submit questions, and pay consultation fees on our website front page. Appointment
times for this new service are Tuesday-Thursday from 1pm-4:30pm. Customers must request appointments at least 48 hours in advance. Walk-in hours will change to 10:30am-12pm Monday-Thursday.
All walk-in meetings as well as appointments will be charged a minimum $50 for 30 minutes or $100 for 1 hour.
