C3 Hobiioi Corporotion (C3) hos ossessed the proposed bulkheod replocement for property thot
is locoled within o 1Oo-yeor flood zone (AE). The property is cunently undeveloped bui does hove
on old poriiol foundotion on the subject properiy. The properiy is locoted ot 620 Beckett Point
Rood in Pori Townsend Woshingion; lots 36 & 37. The proposed ociivity is to reploce ihe existing
foiling concrete bulkheod with o more hobiiot friendly rockery bulkheod. This letter olso will include
on onolyaes for o potentiol future single fomily residence. C3 ossessed the properl'y vio site
reconnoissonce os well os poper ond web-bosed review.
FINDINGS
The property is situoted olong the shores of Puget Sound (Becketi Point) neor the mouth of
Discovery Boy in Port Townsend Woshington. There ore inlqnd wetlonds locoted neor ihe properiy
but ore severed by Beckeii Point Rood. The sunounding properties ore oll developed with single
fomily residences excepi the odjocent properiy to ihe north is undeveloped- The subject
property's {lots 36 & 37) cunent hobitot condition is essentiolly comprised of gross, weeds ond
grovel. There ore no trees or shrubs. There is no quolity hobitot on the londword poriion of these
lots.

Bqsed on ihe Priority Hobitot ond Species online inventory; ihe cunent listed hobitoi includes the
following in close proximiiy io the property: Esiuorine lniertidol Aquotic Hobitoi olong ihe shoreline;
Polustrine wetlonds on the SE side of Becketi Point Rood; Hord Shell Clom hobitot below the
OHWM just NW of the bulkheod; Pondolid Shrimp presence opproximotely 550 feet NW of the
bulkheod; Pocific Hening occurence opproximotely 720 feei NW of ihe bulkheod; Pocific
Geoduck occurrence opproximotely 300 feet NW of the bulkheod; ond o Bold Eogle nest lree
opproximotely 4,900 feet io the eosi of the properl'y. There ore no priority hobitot or species olong
the bulkheod replocement oreo of the project. C3 finds thoi NO EFFECT to hobiiot quolity or volue
will occur from the proposed site octiviiy. None of the feotures listed os Priority Hobitot will be
otfec'ied becouse the subject property lock proper hobitoi ond/or locks presence.
Best Monogement Proctices should be followed during the bulkheod construction. Any work
below the OHWM should occur during low tide. Do not ollow for ony debris to follonio the beoch
or ollow ony toxic liquids from mochinery to be releosed into the Puget Sound. Conioin ollspills if
necessory. A HPA/JARPA will be required for ony work ihot occurs below the OHWM ond the
permit guidelines will be followed.
lf orwhen the opplicont wishes to consiruct o single fomily residence,'the some Best Monogemeni
Proctices should be used ond include sediment iropping silt fence olong the londword edge of
ihe bulkheod. Siormwoter from roof iops should be mitigoted onsiie so ihot no siormwoter is
releosed to Pugei Sound untreoted.
Although no mitigotion is necessory for the bulkheod replocement or the potentiol single fomily
residence, C3 recommends plonting notive groundcover ond shrubs if ony londscoping occurs.
Ultimotely, by plonting nqtive vegetotion, the hobitqi quolity will be o net goin from ihe cunent
site conditions. Additionolly, removing o concrete style bulkheod ond replocing with o rockery
bulkheod improves morine hobiiot. No formol plonting plon is necessory but plonting the notive
vegeio'tion is highly recommended.
