CALL TO ORDER: Port Townsend Councilmember Michelle Sandoval called the Special
Meeting to order in the presence of Jefferson County Commissioner David Sullivan, Public
Health Department Director Vicki Kirkpatrick, Amanda Funaro, Fred Kimball, Terry Smith,
Whitney Friddle, Sarah Rogers, Roy Walker, Kathy Morgan, Lori Fleming, Frank Hoffman,
David Rymph, Aislinn Palmer, Jeff Monroe and Facilitator, Lizanne Coker.
Not in attendance: Barbara Morey, Kay Kassinger, Brain Nash, Joe Nole & Peggy Webster
Task Force members introduced themselves to the group.
OPEN GOVERNMENT TRAINING: Member Funaro, motioned that the members of Task
Force postpone the schedule training for the Records Management and Retention Training (RCW
40.14) requesting that all members train on their own time, it was seconded by Member Walker.
The motion carried and was removed from the agenda.
MEETING SCHEDULE: The next meeting will be held on July 10th with time and location to
be determined.
PRESENTATION: Point in Time Homeless Count by Member Morgan followed by Q & A.
HOMELESS PLAN: Facilitator Coker questioned the members about the plan and asked for
their thoughts.
DEMOGRAPHICS: Facilitator Coker presented Population Growth & Housing Stock
PUBLIC COMMENT PERIOD: The Task Force listened and replied to four members of the
public.
FUTURE MEETINGS and AGENDA ITEMS: Facilitator Coker assigned research to the
following persons:
• Immediate Youth housing options: Member Friddle
• Land/housing development options: Member Kimball
• Legal issues of Youth Homelessness: Member Funaro
• Review of Housing stock of affordable housing: Member Palmer
• Zoning: Member Smith
• Alternative building use options: Member Monroe
• Possible Mental Health beds options: Member Fleming
• Youth Shelter option (Hope House): Member Rogers
The next meeting will be held on July10, 2019 time and location TBD.
ADJOURNMENT: Member Sandoval moved to adjourn the meeting at 4:18 p.m. Member
Funaro seconded, the motion carried.
