Member Rafferty indicated there was no quorum so Approval of Agenda and Approval of
Minutes from November 28, 2017 would be delayed until the next meeting when there is a

NEW BUSINESS AND PRESENTATIONS
1. Update on Arc of Kitsap and Jefferson County/Amada Smith/Information and
Family Support Coordinator/P2P Coordinator
Amanda was absent so this was postponed.
2. DD Program Update/Veronica Shaw/Public Health Deputy Director
A copy of the DD Program budget was provided. Veronica highlighted the 2017
budget and explained that the top of spreadsheet is revenue and bottom is expense.
The proposed revenue budget for 2017 was $425K but was under at $402K.
Expenses were budgeted at $384K and the actual was $351K. The main difference
was professional services which was budgeted for $261K but was actually $220K.
Veronica said began the 2018 budget process in June of 2017 and submitted it to
the County Auditor early September 2017, so we do our best estimates. We
estimated the ending fund balance for 2017 (which would be the beginning fund
balance for 2018) at $51K and DD came in at $52K. For 2018, the DD revenue is
budgeted at $450, 763 and expenses at $406,966. The county’s contribution to DD
increased from $7K to $13K+ for 2018 as well increasing DD’s fiscal admin fee due
to wage increases, of the financial administrative team. Staff Mc Enery explained
continues to look for grants and other opportunities for DD revenue to offset
expenses.
3. Update on DD Operating Budget and Allocating Funding for Transition
Students Seeking Employment/Dave Sullivan
David Money, the Region 3 DDA Employment Specialist shared that the budget for
the fiscal year of July 2018 to June 2019 is still in process of being finalized. This
special legislative funding assists graduating students to access the Basic Plus
Waiver so they can obtain long term support for employment and day program
services. Individual needs be 21 years of age, and willing to accept the Waiver. DDA
and County DD Programs have access to individuals on the DDA caseload and
graduation dates by year.
4. Update from Ad-Hoc Committee on the Developmental Disability Community
Planning meeting in 2018/Carl Hanson, Anna Mc Enery, Kelly Matlock, Claudia
Edmondson
Staff Mc Enery has reserved the Quimper Unitarian Fellowship Hall for Thursday,
May 24, 2018 from 12noon to 2:30pm; lunch will be provided. Staff Mc Enery said
the ad-hoc team, (Carl, Kelly, Claudia) had a productive meeting with Bob Wheeler,
(a professional facilitator who is volunteering). The team wants to individuals who
attend to break out into groups of 7-10 people per table. Employment is majority of
our funding and focus so we would like to see more people employed and see the
County and City open up more jobs in public sector employment. Other break out
groups will be transportation/safety, transition, housing and birth to three/recreation.
Services that make a whole life. Each group will answer the same set of questions
and then bring that information back to larger group. The County DD program and
Board will use that information when planning and providing services.
5. Changes in Washington State Early Intervention Program/Janie Nelson-
Achodor
Staff Mc Enery introduced Janie Nelson-Achodor, the Lead Family Resource
Coordinator and Program Manager for Concerned Citizens. She also stated that the
Jefferson County DD Program puts $15K every fiscal year towards funding the local
Birth to Three program. Other funding comes from ESIT (Early Support for Infants
and Toddlers) which is housed under Department of Early Learning. Janie said that
ESIT will be standardizing services across all WA counties so services are consistent
regardless of where you live. Early intervention services will need to be provided
year round not just during school year and provider agencies will have the ability to
bill private insurance and Medicaid. Concerned Citizens currently serves about 20-25
children a year in the local Birth to Three program. The next ICC meeting is
scheduled for February 12, 2018 here at Public Health.
6. DD Coordinator Update/Anna Mc Enery
Staff Mc Enery stated a date has been set for Developmental Disability
Community Planning meeting on 5/24/18 at Quimper Unitarian Fellowship Hall.
The RFQ for Employment & Day Program Services is going to be released on
1/24/18. This will be an on-going open RFQ. The purpose is to qualify additional
employment and day service providers, just a solicitation, no funding or guarantee
of funding or contract to provide services unless selected by clients. Staff Mc
Enery will distribute the link for the RFQ and it will be published in the classified
section of the PT Leader.
Transition Workshop Series Brochures are available. The first workshop is
scheduled for February 15th and is called “Welcome to the Adult Service System.”
Jake Baker from Concerned Citizens, Robin Burdick from Skookum, Gina Amick
and Catie Morton from DDA, (Case Managers), Iris Wehrle (DDR Counselor),
Patrick Kane (Special Ed Director) and Staff Mc Enery will be on the panel. In
future, we may want to include the ”whole life” issues, transportation, housing,
transition. The second workshop is called “Doing the Paperwork – Guardianships
and Trusts”, and the third workshop will be about Social Security benefits.
DDAB Member Update and Orientation – Staff Mc Enery contacted the Quilcene
Special Ed Director about representing the schools on the DDAB, but he isn’t able
to join at this time. Staff Mc Enery also invited a Laura Cook, a speech therapist
who works for the Port Townsend School District. Laura is interested and will
send a letter of interest forward. She will be interviewed by one of the Board Co-
chairs and then her letter will be forwarded to the Board of County
Commissioners. Staff Mc Enery wants to arrange an orientation for the new board
members, (Dave Wilson and Kelly Matlock) but will wait to see if Laura is
approved before she schedules it.
OLD BUSINESS-INFORMATION ITEMS & FUTURE MEETINGS
A. Informational Items
1. Update on Division of Vocational Rehabilitation (DVR)/Iris Wehrle/Vocational
Rehabilitation Counselor
Iris was not in attendance.
2. Hamilton House/Kim Rafferty
Member Rafferty indicated that Hamilton House is closer to having their licensing
completed. Six potential residents are still eager to get in. An inspection has been
scheduled for February 16th.
3. Update from the Developmental Disabilities Administration (DDA)
Tobias Clawson stated that DDA is continuing to add people onto Individual and
Family Services W aiver. There are still slots available on Basic+ Waiver. In
Jefferson County we have 150-160 eligible folks on the DDA roles.

1. Accessibility Community Advisory Committee (ACAC) Regular mtgs (Grant from
Governor’s Committee on Disability) to be held from 1-3pm @ Public Health/Pacific
