CALL TO ORDER
Member Hanson called the meeting to order at 2:45 p.m.
APPROVAL OF AGENDA
Member Hanson called for approval March 21, 2018 meeting agenda.
APPROVAL OF MINUTES FROM November 28, 2017
Member Hanson called for approval of November 28, 2017 meeting minutes with correction that
Dale Wilson was absent at November meeting. Motion was made by Dale Wilson, 2nd Laura
Cook. Motion passed and minutes approved.

NEW BUSINESS AND PRESENTATIONS
1. Presentation from Working Image

2. Presentation about DVR’s Workforce Innovation & Opportunity Act – (W.I.O.A.)
Amy Lystad, MS (Transition Consultant/Division of Vocational Rehabilitation
Amy provided a handout about the services WIOA can provide. The services are
focused on high school transition students. Part of the mandate, is not to replicate
services that are already provided in the schools. One area is workplace learning
experiences, which are difficult for schools to manage. DVR is communicating with
schools to identify potentially eligible transition students (16 – 21 years of age who
have a transition/IEP). They will be providing information to parents and will be
setting up workshops also. Some schools have student led groups creating own
transition IEPs. Member Hanson recommended information be shared with
schools/students on how to develop pre-employment/transition IEPs for those who
do not have a student led program.

3. Update from Ad-Hoc Committee on the Developmental Disability Community
Planning meeting in 2018/Carl Hanson, Anna Mc Enery, Kelly Matlock, Claudia
Edmondson
Staff Mc Enery shared copies of the agenda for the DD Community Forum. The
purpose is to advise the community about DD programs available as well as hear
input about what’s working, what’s not working and what do we need. Bob Wheeler
will be our facilitator and is working with the ad-hoc committee on forum organization.
Member Hanson provided summary review of agenda. The breakout sessions topics
will be employment, transportation/safety, transition, housing and birth to
three/recreation. Services that help to create a whole life.
Anna shared an RSVP list to target key people for invitations to the Forum. The list
will include DDAB members, providers, DDA, O3A, Sheriff, Police Department,
Hospital, OlyCAP, Jefferson Transit, Arc, YMCA, County ADA, City ADA, etc.
4. Update on Housing Bills that passed Legislative Session/Dale Wilson/OlyCAP
Director
Dale Wilson provided a list of bills which passed. It’s been a good year for
acknowledge housing needs. Been a good balance of bills passing/defeated. Most
of the passed bills did so with strong bi-partisan support. Several passed bills were
reviewed, e.g., HB 2667 which provides rental assistance, and prevents landlords
from refusing to rent to individuals who receive assistance.
Staff Mc Enery as how best for the DD community to be heard regarding housing
issues? Wilson suggested that meeting with legislators can be a good way to be
heard.
Update on sewer issue, last Monday approved funds to examine pressurized lines
(spaghetti lines) to go to different kind of treatment plant, more inexpensive to do in
modular form and which is compatible in hooking into sewer system. This would be
in lieu of septic system.
5. DD Coordinator Update/Anna Mc Enery
The Developmental Disability Community Planning meeting is scheduled for May
24, 2018 at Quimper Unitarian Fellowship Hall. Please see the flyer. Lunch will be
provided.
DD Board Member Orientation Date is scheduled for April 19 at 4pm at Public
Health, in the Pacific Room (Dale, Kelly and Laura). Copies of DDAB Manual will
be provided. Staff recommended some DVDs for board members to watch.
The RFQ for Jefferson County Employment & Day Program Services was
released in January 2018.
The DDA Monitoring visit for the Jefferson County DD Program has been
scheduled for April 4, 2018. It’s been 2 years since last one and we are ready.
The Jefferson County ICC Meeting scheduled a special meeting on February 12,
2018. Member Hanson also attended the meeting. Staff Mc Enery provided
copies of the work plan. Concerned Citizens will be the only early intervention
provider agency in Jefferson County that will have a direct contract with the
Department of Early Learning. However, Concerned Citizens will need to be able
to bill private insurance, Medicaid and have licensed providers available for
services. All FRC’s will be transitioned to Concerned Citizens because that
agency will need to be in charge of all FRC coordinators. Schools need to identify
if they will be subcontractors and will need the costs of providing those services,
so that Concerned Citizens has that info.

Jefferson County Transition Workshop series - Had a “W elcome to the Adult
System” workshop at Port Townsend library, but only 1 parent showed. So we are
changing the venue for the April 19th workshop on Guardianship and the June 7th
workshop on Social Security to the Chimacum High School Library. Hopefully, this
will reach more folks in the South County area. Also reminding the schools, that
DVR serves students with learning disabilities, mental health issues, behavioral
issues, not just developmental disabilities.
OLD BUSINESS-INFORMATION ITEMS & FUTURE MEETINGS
A. Informational Items
1. Update on Division of Vocational Rehabilitation (DVR)/Iris Wehrle/Vocational
Rehabilitation Counselor
Iris Wehrle said that she has seen at least 2 teachers doing student led IEP meetings
in Port Townsend. Iris has 8-10 consent forms from Port Townsend so she will be
able to set up the WIOA workshops. Students who exit in June and are not enrolled
in any kind of post-secondary will not be able to participate in during the summer.
2. Update from the Developmental Disabilities Administration (DDA)
Vicki Shaver shared that the IFS Waiver had a mandate to add 6500 people
statewide from no paid list onto waiver and DDA is now at capacity. Community
Engagement working on a number of creative activities, e.g., karaoke, accessing
housing with a number of people with developmental disabilities.
3. Hamilton House –
Member Hanson announced that Hamilton House has their license.
B. Future Meetings/Events
1. Accessibility Community Advisory Committee (ACAC) Regular mtgs (Grant
from Governor’s Committee on Disability) to be held from 1-3pm @ Public
