MINUTES
Tuesday, July 24, 2018

APPROVAL OF AGENDA
Member Rafferty called for approval July 24, 2018 meeting agenda. Staff Mc Enery advised
several changes to agenda, including that Alysa Russel is unavailable to attend; Tonya Brinkley
also is unable to attend, so her presentation was removed from the revised agenda. Also a
reminder that the Meet and Greet for new Special Ed Directors and a Microsoft Technology
Conference update will be on the September 25th Agenda. Motion passed and agenda
approved.
Member Adams moved to approve the agenda, Member Hanson seconded.
APPROVAL OF MINUTES FROM January 23, 2018 and March 27, 2018.
Member Rafferty called for approval of both January 23, 2018 and March 27, 2018 meeting
minutes. Member Adams moved to approval meeting minutes for both dates, Member Matlock
seconded. Motion passed and minutes approved.

NEW BUSINESS AND PRESENTATIONS
1. Presentation about Movies on Disability for Port Townsend Film
Festival/Janette Force, Executive Director
Janette provided the back story about the film “Intelligent Lives”, about individuals
with developmental disabilities and their families. Member Hanson made a motion to
sponsor the film, it was seconded by Member Adams. Motion passed and approved.
2. Update Skookum Recycling – Group Employment/ Alysa Russel
Board reviewed the handout provided by Alysa Russel and will advise Staff Mc Enery
if there are questions. Member Hanson indicated support of Skookum continuing to
employ individuals with disabilities at the Recycling Center at the same amount of
hours per week.

3. Presentation from attendees at The Community Summit in Wenatchee/Lani
Peterson, Concerned Citizens and Robin Burdick, Skookum
Lani reviewed several of the sessions she attended. Communicating with individuals
with disabilities may be different because of their view of the world and how they
interact with it. We need to remember people with disabilities also have abilities, but
still face huge struggles. Learn how to ask questions differently to create
conversations and engage people. Try social networking and use different
techniques.
Another session called “Ethics of Touch” was about how privacy is a mental health
issue. Teaching about private touching and the correct verbiage to use is needed, so
that people with developmental disabilities understand what to expect, what is not
OK and how to protect yourself.
4. Introduce Claudia Coppola/ Kim Rafferty
Kim introduced Claudia Coppola, the new Program Coordinator Olympic Neighbors.
Claudia spoke about her background, she has a Masters in Social W ork, has worked
with nonprofits for about 20 years in all areas, i.e., respite, employment, residential
services and in-home support. Staff Mc Enery welcomed Claudia to the community.
5. Information from May 24, 2018 Developmental Disability Community Forum/
Carl Hanson, Anna Mc Enery, Kelly Matlock, Pamela Adams
Staff Mc Enery spoke about how we broke into different groups at the DD
Community Forum, i.e., Employment/Community Inclusion, Transition Services,
Housing, Birth to Sixteen/Recreation and Transportation/Safety. Over the next few
years, the DDAB members and Staff plan to create goals, projects and training
based on feedback from the Forum.
Member Hanson indicated we need to keep the information from the Community
Forum in front of us so that we continue to focus on areas we can improve. Hanson
referred to page 3, under What’s Not Working. The DDAB needs to continue to
speak to the school administration regarding staff changes, and how it affects
continuity of transition services. We need to continue making it easier for parents to
access/find the information they need, while finding different ways to provide
information by working with the schools, updating websites and providing printed
information like our DD Resource Guide.
Member Adams agreed that it’s important to get the word out and educate the
community and employers. Another item under What’s Not Working, i.e., limited
employment hours and limited employers who hire people with developmental
disabilities.
Staff Mc Enery is planning to work with the City of Port Townsend and Pamela
Adams to develop more opportunities in the City for employment. The DDAB and
Staff could develop a more generalized “pitch” which addresses questions that
employers might ask, provide information about working with an individual with a
disability, while breaking the myths of employment for people with disabilities. Staff
Mc Enery would like to see an Inclusive Service Day for volunteering in the
community and a Self-Advocacy Group.

Member Matlock was the host at Transportation and Safety table. The travel trainer
program teaches individuals in the community how to use the transportation system
and was identified as working well, although transit feels the program is
underutilized. Dial a Ride and Echo, which provides rides around medical issues,
both work well. What’s not working is limited transit routes in rural areas and no
services available on Sunday. The Arc discussed organizing a recreation trip to
Seattle, by utilizing Jefferson Transit and then coordinating the rest of transportation.
Member Matlock will complete her presentation at a future board meeting.
6. DD Coordinator Update/Anna Mc Enery
DDAB Legislative Priorities for 2019
Staff Mc Enery shared a legislative priorities handout developed by Association of
County Community Services, (ACHS). DDAB priorities include: Employment
Support for transition students, community education, increasing the County DD
Program’s administrative rate to 10%, access to benefit planning, adequate respite
for families and work accommodations like I-pads. Staff Mc Enery will continue to
finalize priorities for Board to review at a future meeting.
Welcome Meet and Greet for New PTSD Special Ed Director – Sandra Gessner.
Staff Mc Enery invited Sandra to next the September meeting and will invite the
other Special Ed Directors in the County.
DD Board Member Orientation Date – Completed one and need to schedule
second date.
RFQ for Employment & Day Program Services - Update – Did receive an RFQ
from a new provider so Staff needs two DDAB members to review the information
and decide if the agency should be approved. Members Hanson and Adams will
review the RFQ and interview the agency.
OLD BUSINESS-INFORMATION ITEMS & FUTURE MEETINGS
A. Informational Items
1. Update on Division of Vocational Rehabilitation (DVR)/Iris Wehrle/Vocational
Rehabilitation Counselor
Iris Wehrle said that DVR has a new Rehab Tech named Serenity Lumbard. The
Statewide leader of the DVR Transition Program has resigned. DVR is looking for a
replacement. Amy Lystad has been very good about coming up to help local schools
with transition.
2. Update from the Developmental Disabilities Administration (DDA)
Vicki Shaver shared that individuals and families are still accessing DDA Waivers.
B. Future Meetings/Events
1. Accessibility Community Advisory Committee (ACAC) Regular mtgs (Grant
from Governor’s Committee on Disability) to be held from 1-3pm @ Public
Health/Pacific Room in 2018 on:

2. Transition Network mtg to be held 3:45 – 5pm @ Site to be determined
Staff Mc Enery is working with Port Townsend HS to schedule a meeting at that
location.
