Purpose
The purpose of the hospitality permit process is to ensure consistency with the applicable sections of the
JCC Title 18 (see below).
Process
1. Submit an application for a pre -application conference with the required items below.
2. Once assigned a land use planner, coordinate on potential meeting dates.
3. Discuss project at meeting with all required departments. If necessary meeting will be on site.
4. Receive written report from Jefferson County on process to move forward with project
5. Submit all required applications for project, once approvals are issued, start project!

The Jefferson County Code (JCC) 18.40.090 & 18.25.640: When Required. Pre -application conferences
are required for all Type Il, Type III, Type IV,and, Type V project applications and, Type I project applications
proposing impervious surfaces of 10,000 square feet or more and/or non -single-family structures of 5,000
square feet or more. Additionally, pre -application conferences are required for industrial, commercial, and
critical area stewardship plan applications. The administrator may exercise discretion not to require a pre -
application conference if the administrator determines that the''conference information is self-evident,
already transmitted, or would not add value to the subsequent application. Pre -application conferences for
all other types of applications are optional, and requests for conferences will be considered by the
administrator on a time -available basis.. The consultation includes preliminary review and administrative
assistance. This service does not include extensive field inspection or correspondence. Pre -application
consultation does not limit subsequent administrative review.
At the conference, Department of Community Development personnel shall provide the applicant with:
(1) A list of the requirements for a completed application;
(2) A general summary of the procedures to be used to process the application;
(3) The references to relevant code provisions or development standards that may apply to the
approval of the application; and
(4) A list of any applicable hourly review fees that may be charged by one or more County agencies
upon the filing of a project permit application with the County.
Discussions at the conference or the information provided by the staff shall not bind or prohibit the County's
future application or enforcement of all applicable laws and regulations. No statements or assurances
made by County representatives shall in any way relieve the applicant of his or her duty to submit an
application consistent with all relevant requirements of County, state and federal codes, laws, regulations
and land use plans.

a. Vicinity sketch;
b. North arrow and scale;
c. Property boundaries and, identification of land uses on adjacent properties;
d. Means of ingress and egress;
e. Property/lot drainage;
f. Possible locations of sewage disposal and water supply systems;
g. Location of utility easements; and
h. Proposed location of buildings, including setbacks to property boundaries.
3. Attach payment of the applicable fee, as set forth in the Jefferson County Fee Ordinance.

The main purpose for this application is to build a 715 sf barn addition on the ex§Qq WM�rn
located at Raincoast Farms, 12224 Airport Cutoff Rd, Port Townsend, WA. The proposed barn addition
will include a small commercial kitchen, (2) restrooms, laundry facilities, mechanical room, and a small
fermenting lab for producing hard apple cider and berry wines. Associated with the barn addition would
be the installation of a commercial grade septic system to serve the waste water needs of the barn
kitchen and restroom facilities.
The property is currently zoned for'RR-10-Rural Residential' use. Raincoast Farms LLC would like to
apply for a 'Small Scale Recreation and Tourist Use' conditional use permit, which is most closely aligned
with our proposed future business plans for the farm property.
Existing Facility Description
Raincoast Farms is a small but diverse farm situated on 17 %2 acres at 12224 Airport Cutoff Road, Port
Townsend, WA. Crops produced on the farm include apples, pears, plums, berries, various kitchen
vegetables, wine and table grapes, tomatoes, and peppers. Harvested crops are either sold to the public
at the farm's self -serve farm stand, sold to local markets, or are processed into value added products
(currently for personal use only). Existing facilities on the farm include the main pole barn, (1) small
tractor shed, (3) small garden sheds, (4) greenhouses, (1) two car pole barn garage, and (1) duplex
residential apartment. The property has an existing 4 bedroom septic system designed for the
apartment building, and has a well which supplies the farm's water needs. Driveways and parking areas
are graveled. Landscape is native vegetation, wood chip mulch, and maintained lawns. Rainwater from
the main greenhouse is collected for greenhouse watering needs. Rainwater from the barn and
apartment building are collected in gutter systems and diverted to rock lined French Drains for
dispersion. (Pooling water from storm water runoff has never been an issue due to lack of impervious
ground coverings.) The barn supports a large solar array on the south roof which provides for >80% of
the farms electrical needs.
Raincoast Farms LLC currently rents the barn on a limited basis for various events and special occasions,
including weddings, family reunions, club and organization meetings, corporate retreats, etc.... Minimal
personal use kitchen facilities are available in the barn, and portable toilets serve for the restroom
facilities. Food service for large events is currently provided by off -site catering services. The facility is
currently being advertised as a "Rustic Farm Venue".
Proposed Property Developments
Raincoast Farms LLC would like to initially expand business opportunities on the farm by upgrading the
barn kitchen to a small commercial use status, and to provide flush toilet restrooms for customers
visiting and renting the barn facility.
Two restrooms of adequate size will be provided and identified for unisex use, and will be ADA
compliant with water saving toilet, urinal, and sink fixtures included.
The main proposed use for the kitchen would be to enable Raincoast Farms to process crops harvested
from the farm into 'value added' products, such as jams, salsas, sauces, ciders, vinegars, wine, etc. The
processed food products could then ultimately be sold to the public, adding more value to the crops
being raised on the farm. Currently, the farm is not large enough in scale to be economically viable.
Selling unprocessed fruits and vegetables from our current scale of operation is not profitable and
unsustainable.
The secondary purpose of the kitchen would be to use the facility to produce meals for events held on
the farm, which then would reduce the need for off -site caterers. Future plans may include hosting
monthly 'farm to table' dining events with limited seating and featured chief producing meals from the
farm's own kitchen and garden. Another possible future plan would be to host small musical events or
festivals at the barn, where the kitchen could be used to provide food and drink concession services for
the guests.
All appropriate local/ state/federal licenses and permits required for producing, serving or selling food
and drink products will be applied for once this project is approved and the proposed facility expansion
is allowed to be constructed.
