Analysis/Strategic Goals/Pro's Ft Con's: Jefferson County Strategic Plan, Goal #6, Adequate facilities for work and play. This project will provide for basic facilities for staff at the Transfer Station. This includes, office, breakroom, restroom, and training facilities. Fiscal Impact/Cost Benefit Analysis: This project is funded by the Solid Waste fund. The Engineer's estimate for the Base Bid is $149,207, including sales tax. Recommendation: We recommend that this Call for Bids be approved by the Board of County Commissioners. Please sign and return to Public works. Project Number 40120423, up until 9:30 A.M.on Monday,September 9,2019 at the Office of the County Commissioners,basement level of the Jefferson County Courthouse, 1820 Jefferson Street,Port Townsend, Washington,98368. Bids may be mailed to the office of the Board of County Commissioners, P.O. Box 1220, Port Townsend, WA, 98368, but must be received by the previously stated date and time. Sealed bids will be opened and read publicly at or about 10:00 A.M.,at the Jefferson County Commissioners Chambers,basement level of the Jefferson County Courthouse. This project consists of improvements to the Jefferson County Solid Waste Transfer Station site for the installation of a modular building,to be provided by the County. The site will be prepared,filled and compacted for the construction of a cast in place concrete foundation,for the installation of the modular,with utility connections. Other elements include an emergency facewash,concrete paving,and a canopy. Site improvements such as gravel parking,asphalt paving,culvert replacement and site restoration in proximity to the Transfer Station will be installed. The site address is 325 County Landfill Rd., Port Townsend,WA 98368. The construction estimate for this project is$149,207.27 including WSST for Base Bid. Sealed bids must be submitted in writing on the forms provided. Bids shall be in accordance with the plans and specifications on file at the office of the County Engineer/Director of Public Works, located at 623 Sheridan St., Port Townsend, Washington, 98368, (360-385-9160)where hardcopy or digital copies may be obtained at no cost. Each bid shall be accompanied by a Bid Guarantee in the sum of 5% of the bid amount,to be forfeited to Jefferson County by the successful bidder if he fails to enter into a contract and file an acceptable Contract Bond in the amount of 100% of the contract price within ten (10) days of the Notice of Intent to Award. The board of County Commissioners reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County and to waive all informalities in the bidding.
