HomeMy WebLinkAbout081219_ca05 ,50N co �`9•SN1 NG�OS DRAFT MINUTE S Jefferson County Board of Commissioners Regular Meeting — Monday, August 5, 2019, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time in the presence of Commissioner Greg Brotherton. Commissioner David Sullivan was absent. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment regarding the Jefferson County Environmental Coalition's Emergency declaration regarding widespread herbicide spraying in the County. • Comment regarding the banning of nuclear weapons and herbicide spraying as it pertains to water quality. • 17 comments regarding herbicide spraying in the County. • Comments regarding herbicide spraying in the County, Jake Brake issues, and a proposed S'Klallam Tribe treatment facility in Clallam County. • Comments regarding a statement President Donald Trump made, concern that people with guns are out of control, the National Rifle Association, and the Port Townsend gun range, and herbicide spraying in the County. • Comments regarding herbicide spraying in the County and a variety of other assaults and stressors that are happening to individuals. • Comment regarding herbicide spraying in the County and gun shooting statistics. • Comment regarding herbicide spraying in the County and the banning of herbicide spraying in California. • Comment regarding herbicide spraying in the County and offering his property as an area to hold a demonstration. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton noted a correction to the date on Consent Agenda Item No. 10 re: 2019/2020 Subrecipient CDBG Public Services Grant; O1yCAP. County Administrator Morley requested to pull the item so he can research it further. Commissioner Brotherton moved to remove Consent Agenda Item No. 10 and approve the remaining items on the Consent Agenda as presented. Chair Dean seconded the motion. The motion carried. 1. Payment of Jefferson County Vouchers/Warrants Dated July 22, 2019 Totaling $786,063.12, Dated July 29, 2019 Totaling $784,641.21, Dated July 30, 2019 Totaling $2,416.94 and Dated July 31, 2019 Totaling $8,540.90 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 2 DRAFT Commissioners Meeting Minutes of August 5, 2019 HEARING re: Development Agreement with Rocky Brook Hydroelectric Facility Addressing Mandated Public Access: Department of Community Development Associate Planner Lead David Wayne Johnson explained that the Rocky Brook Hydroelectric Facility, located on the Rocky Brook tributary, near the Dosewallips River, is proposing a development agreement between Jefferson County and Rocky Brook to address a 1986 permit condition mandating public access to the Rocky Brook trail and falls. Chair Dean opened the hearing for public testimony. Hearing no testimony, she closed the public hearing. After deliberations, the Commissioners directed staff to move forward with preparing a resolution for the Development Agreement. BRIEFING re: Chimacum School District: Chimacum School District Superintendent Rick Thompson briefed the Board on the activities and goals of the district. The meeting was recessed at 10:33 a.m. and reconvened at 10:45 a.m. with Chair Dean and Commissioner Brotherton present. COMMISSIONERS' BRIEFING: The Commissioners reported on recent meetings they attended. Prior to the Executive Session, Chair Dean noted that the second Executive Session of the day regarding Actual Litigation, would be postponed until 2:15 p.m. EXECUTIVE SESSION: An Executive Session was scheduled from 11:00 a.m. to 11:15 a.m. Chair Dean announced that the Executive Session will be held from 11:01 a.m. to 11:16 a.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i)as outlined in the Open Public Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 11:16 a.m. The meeting was recessed at 11:16 a.m. and reconvened at 1:35 p.m. with Chair Dean and Commissioner Brotherton present. PRESENTATION re: Jefferson County Forestry Study: Central Services Director Mark McCauley introduced Malloree Weinheimer of Chickadee Forestry who gave a presentation on the results of the study. EXECUTIVE SESSION: An Executive Session was scheduled from 11:15 a.m. to 11:45 a.m. Chair Dean announced that the Executive Session will be held from 2:15 p.m. to 2:52 p.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 2:52 p.m. Chair Dean announced that the Board will be extending the Executive Session from 2:54 p.m. to 3:04 p.m. The Board concluded the Executive Session and resumed the regular meeting at 3:04 p.m. ADDITIONAL BUSINESS re: LETTER re: MoonFest: Bayside Housing requested that the Board send a letter of support to the Washington State Liquor and Cannabis Board regarding MoonFest's application to serve liquor at an upcoming event. Commissioner Brotherton moved to authorize the Chair to sign a letter of support. Chair Dean seconded the motion. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Hadlock Sewer Project; state appropriation • Topics to discuss • YMCA; Metropolitan Park District proposal • San Juan County; request to join in aggregating jet noise complaint date • HB 1406 • Washington State Department of Transportation(WADOT); roundabout meeting • OIyCAP; Housing Trust Fund application at Castle Hill • Jake Brakes; potential signage • Historical Photos; for display in the Courthouse • Calendar Coordination • Herbicide spraying NOTICE OF ADJOURNMENT: Commissioner Brotherton moved to adjourn the meeting at 4:31 p.m. until the next regular meeting or special meeting as properly noticed. Chair Dean seconded the motion. The motion carried.
