HomeMy WebLinkAboutM070219ON ��S3Cs�O� 1N RISK MANAGEMENT COMMITTEE July 2, 2019 - 10:30 a.m. MEETING MINUTES MEMBERS: Philip Morley, County Administrator/Risk Manager Erin Lundgren, Clerk of the Board/Risk Coordinator (Chair) Ruth Gordon, Superior Court Clerk Mark McCauley, Central Services Director Vicki Kirkpatrick, Public Health Director LEGAL COUNSEL: Philip Hunsucker, Chief Civil Deputy Prosecuting Attorney SECRETARY: Leslie Locke, Executive Assistant/Claims Coordinator Member Philip Morley called the meeting to order at 10:30 a.m. in the presence of Members Vicki Kirkpatrick, Mark McCauley and Ruth Gordon and Legal Counsel Philip Hunsucker. Chair Erin Lundgren was absent. APPROVAL OF MINUTES Member Gordon moved to approve the meeting minutes of June 4, 2019 as presented. Member Kirkpatrick seconded the motion. The motion carried. NEW BUSINESS DEBRIEF re: Incident that Resulted in a Claim for Damages and Measures to Prevent Similar Claims in the Future — C-03-19, Mark Walters, Loss of Restitution: Prosecuting Attorney James Kennedy attended and discussed the Prosecuting Attorney's Office procedure for dismissing a case through the diversion agreement process. Member Morley suggested a checklist be included in each file and that each item be checked off and initialed prior to a diversion agreement being approved. Prosecuting Attorney Kennedy will implement a checklist in his office. EXECUTIVE SESSION An Executive Session was scheduled from 10:45 a.m. to 11:15 a.m. Member Morley announced that the Executive Session will be held from 10:50 a.m. until 11:20 a.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney, Superior Court Clerk, Central Services Director, Public Health Director and Executive Assistant/Claims Coordinator regarding Attorney -Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Committee concluded the Executive Session and resumed the regular meeting at 11:02 a.m. Risk Management Committee Meeting Minutes — July 2,2019 Page: 2 EXECUTIVE SESSION An Executive Session was scheduled from 11:15 a.m. to 11:45 a.m. Member Morley announced that the Executive Session will be held from 11:02 a.m. until 11:32 a.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney, Superior Court Clerk, Central Services Director, Public Health Director and Executive Assistant/Claims Coordinator regarding Attorney -Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Committee concluded the Executive Session and resumed the regular meeting at 11:32 a.m. Update re: Risk Manager Report on Washington Counties Risk Pool (WCRP): Member Morley stated he attended the WCRP Executive Committee meeting and reported on the following proposed changes: • Proposed Changes to the Memorandum of Liability Coverage • Eliminating the Cost to Counties for Pre -Defense Review • Increase to WCRP Self Insured Retainage (SIR) • Increase to County Property Insurance Premiums No old business was discussed. OLD BUSINESS NOTICE OF ADJOURNMENT Member Gordon moved to adjourn the meeting at 11:54 a.m. until the next regular meeting or special meeting as properly noticed. Member McCauley seconded the motion.
