I do not see either one slowing down the permitting process; however, since you are substantively revising the proposal, the latter may facilitate the review process. The July 10, 2019 letter requesting additional information stated that DCD should receive the submittal by October 8, 2019. Since you are revising the proposal, you may need additional time. If so, provide me with a date you expect to resubmit to DCD. The email address for Jim Smersh is not on the application form submitted on April 3, 2019. Please provide an email address for him when you resubmit so he can be copied on all correspondence. This will eliminate the need for any beach netting or associated rebar, and will be visually more appealing, we think. This will change a fair amount of the project description in the SEPA checklist and the DARPA, in particular. We can documenting these changes as "additional information" in response to your letter, or we can submit amended and revised application documents that incorporate these changes. Which way should we do this? If we submit revised documents, will that cause any problems in timing of the processing of the applications?
