HomeMy WebLinkAbout081919_ca03615 Sheridan Street Port Townsend, WA 98368 www.jeffersonCountyPublicHealth.org is HeaR i Consent Agenda August 7, 2019 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners Philip Morley, County Administrator FROM: Vicki Kirkpatrick, Director 3efferson County Public Health DATE: August 19, 2019 BOCC Meeting SUBJECT: Amendment #1 to ILA with Public Hospital District #2 (JHC) STATEMENT OF ISSUE: Jefferson County has partnered with Jefferson Health Care (Public Hospital District #2 since establishing school-based health centers in Port Townsend and Chimacum School Districts more than 10 years ago. The health department and the Quilcene School District have been working on establishing a school-based health center in Quilcene. The Quilcene School Board gave the okay to begin exploring the probability of siting a school-based health center in their district. JCPH staff and the Quilcene Superintendent and Principal have been meeting and laying out the steps to creating the School Based Health Center (SBHC) The Interlocal Agreement amendment does three things: 1. It extends the Interlocal Agreement to August 31, 2020, and 2. It increases the current contribution from Public Hospital District #2 by 3% (from $42,106 for the 2018-19 school year) to $43,369 for the 2019-2020 school year, and 3. It adds $20,000 in additional funding to help support a new SBHC in Quilcene (which will also provide services to high school students from Brinnon) ANALYSIS STRATEGIC GOALS PRO'S and CON'S: Public Hospital District #2 has always been a strong supporter the school-based health centers and committing additional funding to support a third center is evidence of that continued support. Without that support, we would not have been able to stand up the two current clinics. Staff will be conducting community meetings to enable interested community members to ask questions and provide input regarding a SBHC. If for some reason the Quilcene School Board decides NOT to approve the school based health center for the 2019-2020 school year, the ILA Amendment is automatically reduced by the $20,000 committed for the third SBHC. FISCAL IMPACT/COST BENEFIT ANALYSIS: The financial support of Public Hospital District #2 is essential to the ongoing operations of the SBHCs. RECOMMENDATIOS: Management recommends that the BOCC approve Amendment #1 to the current County/Public Hospital District #2 Interlocal Agreement. REVIEWED BY: 4Ph4Morley tyAdmin c Date Community Health Environmental Public Health Developmental Disabilities 360-385-9444 360-385-9400 (f) 360-379-4487 360-385-9401 (f) Always working for a safer and healthier community AMENDMENT #1 TO THE INTERLOCAL AGREEMENT FOR SCHOOL-BASED HEALTH CLINIC SERVICES The above -referenced Interlocal Agreement between Jefferson County Public Hospital District No. 2 and Jefferson County, which commenced on September 1, 2018, is hereby amended as follows: • The Term is extended from September 1, 2019 through August 31, 2020 (the "Extended Term") • The recitals are amended, in relevant part, as follows: "WHEREAS, the County ... maintains and operates school-based health clinics at Port Townsend High School, Chimacum High School and Quilcene High School (which will also provides services to students from Brinnon schools) ... " Section 3.a. Manner of Financial Support is amended, in relevant part, to increase the District's financial contribution for the Extended Term, beginning September 1, 2019 and ending August 31, 2020, by $20,000 (to support the addition of Quilcene school-based health clinic services) plus a 3% increase from the original $42,106 contribution in 2018-2019 to $43,369 (to support a 5% wage increase for SBHC staff), for total financial support of $63,369 for the Extended Term. • Section 3.d. is amended to correct and replace "Paragraph 2.a." with "Paragraph 3.a." • All other terms and conditions of the Interlocal Agreement remain the same. In the event that the Quilcene School Board does NOT approve the school based health center for their school District for the 2019-2020 school year, the total contribution from Public Hospital District #2 will be reduced by $20,000 to a total of $43,369 for the 2019-2020 school year for the continuation of the Port Townsend School District and the Chimacum School District.
