SUBJECT: Verbal Briefing Regarding Castle Hill Parking as it Relates to the
1983 Reciprocal Parking Easement Agreement (Auditor's Recorded Document
Number 287289)
STATEMENT OF ISSUE: Jefferson County has an acute shortage of affordable housing. To help
increase the inventory of affordable housing Olympic Community Action Programs (OlyCAP) is proposing
a project to build a 44 unit affordable housing facility in Port Townsend. The proposed project also would
house a child care/early learning program which would be available to residents of the affordable housing
facility and to other Jefferson County residents. A county parcel located at the county's Castle Hill complex
has been identified as the location of the proposed project. At issue is the parking arrangement for the
proposed project.
There is a reciprocal easement agreement that governs parking in the Castle Hill complex. The agreement
states that no one party to the agreement can adversely affect the supply of parking spaces without the
agreement of the other parties.
ANALYSIS: OlyCAP has modified their proposed project to reduce the impact on parking at the complex.
This briefing will explain the modified proposal.
FISCAL IMPACT: None.
RECOMMENDATION: That this be added to the County Administrator's Briefing for August 19, 2019.
