HomeMy WebLinkAbout082619_ca01 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST TO: Board of County Commissioners FROM: Philip Morley, County Administrator DATE: August 26, 2019 RE: Hearing Notice on Resolution to Declare County Property Surplus For Sale For Public Benefit Purpose For Use For Affordable Housing STATEMENT OF ISSUE: The Board of County Commissioners is asked to approve a Hearing Notice to hold a Public Hearing on Monday, September 9, 2019, at 10:30 AM for the purpose of taking public testimony for and against a proposed Resolution to declare as surplus County property - Assessor's Parcel Number(APN) 948-323-702, located in Port Townsend near the intersection of 7th Street and Hendricks Street next to County offices in Castle Hill - for the purpose of selling the property for public benefit purpose for use for affordable housing. ANALYSIS: Procedures for declaring surplus property and selling it for public benefit purpose is contained in state statute (Chapter 36.34 RCW and RCW 39.33.015) and Jefferson County Code (Chapter 3.57 JCC). A Public Hearing on a Resolution is required in order to declare County property as surplus and to dispose of it for public benefit purpose for affordable housing via negotiated purchase and sale agreement. The attached Hearing Notice would be published in The Leader on August 28 and September 4, prior to a September 9 Public Hearing. A proposed Resolution and proposed Purchase and Sale Agreement for the property will be posted on line, as described in the Hearing Notice. The Property is legally described as follows: Lots 1, 2, 7 and 8, in Block 237, of the Supplemental Plat of the Eisenbeis Addition to the City of Port Townsend, as per plat recorded in Volume 2 of Plats, page 24, records of Jefferson County, Washington; TOGETHER WITH the West half of vacated Grant Street adjoining, pursuant to Ordinance #1764. EXCEPT that portion, if any, lying Southerly of the North 100 feet of said Block 237. Situate in the Count of Jefferson, State of Washington. If the property is declared surplus to be sold for public benefit purpose, the County would undertake a negotiated purchase and sale agreement with Olympic Community Action Programs (OIyCAP), for OIyCAP to construct a building of approximately 44 units of affordable housing on the site. In addition to testifying on the proposed Resolution at the September 9, 2019 Public Hearing, written testimony may be submitted if received by the Board of County Commissioners from August 28, 2019 until the close of the public hearing on September 9, 2019, addressed to the BoCC at P.O.
