Sandy Shore Road at MP 1.38, } RESOLUTION NO.
County Road No. 502909 }
WHEREAS, a planned replacement of a culvert at MP 1.384 on Sandy Shore Road, County Road
No. 502909, shall cause interruption and unavoidable delays to traffic, and
WHEREAS,potential hazard exists to the motoring public and the construction workers, and
WHEREAS, alternate routes are available to the motoring public, and
WHEREAS, Chapter 47.48 R.C.W. authorized closure of roads,
IT IS HEREBY RESOLVED that said Sandy Shore Road at MP 1.38 will be closed to all traffic,
over a consecutive five day period from Monday to Friday between 7 AM on the first day, and
terminating 5 PM on the last day. The earliest date this can occur is September 9, 20179 the latest
date is November 1, 2019. If the culvert replacement is completed prior to the end of the five days
allowed,the road will be reopened as soon as it is safe to do so.

Subject: Resolution for Temporary Closure of Sandy Shore Road
County Road No. 502909
Statement of Issue: The 18" culvert at Sandy Shore Road MP 1.38 is to be removed and replaced with
a larger culvert. The road embankment width at the culvert location is too narrow to maintain one
lane open to traffic during construction. The road must be closed to allow the culvert replacement.
Analysis/Strategic Goals/Pro's £t Con's: The 18" culvert to be replaced is a fish passage barrier
culvert that frequently has the inlet end blocked by beaver dams resulting in flooding of the
roadway. When the beavers are active, Public Works road maintenance staff must make frequent
trips to the site to keep the roadway open. Replacement of the culvert will reduce the maintenance
cost associated preventing flooding of the road. The construction will be done by the County's road
maintenance personnel and equipment. The work will require approximately 5 days to complete and
will be scheduled for a period when the stream is dry. The earliest date the closure is expected to
occur is September 9, the latest is November 1. If the culvert replacement is completed prior to the
end of the five day period, the roadway will reopen as soon as the work is completed. Advanced
notification signs will be placed at the work site beginning 7 days ahead of the closure.
The Jefferson County Sheriff's Office and Dept. of Emergency Management, Jefferson Transit, US
Postal Service, Washington State Patrol, East Jefferson Fire and Rescue, and Pope Resources (owner
of the adjacent commercial forest) have been contacted regarding this closure and a legal notice will
be published in the Peninsula Daily News and The Leader. Additional communications with above
agencies will be made once the exact closure dates are known.
Fiscal Impact/Cost Benefit Analysis: The passing of a Resolution for Temporary Road Closure does
not in itself require spending of funds above the cost included in the project.
Recommendation: The Board is requested to execute the attached Resolution for Temporary Road
Closure and return a copy to Public Works for further processing.
