The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. 1 Commissioners Meeting Minutes of August 26, 2019 APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE re: RESOLUTION to Declare County Property Surplus for Sale for Public Benefit Purpose for Use for Affordable Housing; Hearing Scheduled for Monday, September 9, 2019 at 10:30 a.m. in the Commissioners' Chambers, Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, Washington 2. RESOLUTION NO. 46-19 re: Temporary Closure of Sandy Shore Road at M.P. 1.38, County Road No. 502909 3. AGREEMENT NO. 20-62310-001 re: Environmental Assessment and Cultural Resource Study of County Property (Parcel No. 001034008) Located Near the Intersection of 27th Street and Discovery Road, Adjacent of Laurel Grove Cemetery; In the Amount of$25,000; Jefferson County Central Services; Washington State Department of Commerce 4. MEMORANDUM OF UNDERSTANDING,Amendment No. 1 re: Lower Big Quilcene River Design and Acquisition;No Dollar Amount, Date Extension, Remove Task-Specific Funding Allocations and Simplify Coordination Requirements; Jefferson County Environmental Public Health; Hood Canal Salmon Enhancement Group 12. MINUTES re: Regular Meeting Minutes of August 12 and 19, 2019 13. LETTER OF SUPPORT re: Medication Assisted Treatment(MAT) Facility in Sequim; Sequim City Council 14. Payment of Jefferson County Vouchers/Warrants Dated August 19, 2019 Totaling $681,107.91 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 15. Payment of Jefferson County Payroll Warrants Dated August 20, 2019 Totaling $77,343.41 and A/P Warrants Done by Payroll Dated August 20, 2019 Totaling $16,679.58 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) 2 Commissioners Meeting Minutes of August 26, 2019 PROCLAMATION re: Proclaiming the Week of August 26,2019 as Jefferson County Employee Recognition Week: After the Commissioners read the proclamation aloud, Commissioner Brotherton moved to approve the Proclamation proclaiming the week of August 26, 2019 as Jefferson County Employee Recognition Week. Commissioner Sullivan seconded the motion which carried by a unanimous vote. The meeting was recessed at 10:22 a.m. and reconvened at 10:31 a.m. with all three Commissioners present. DISCUSSION and ACTION: DRAFT Letter re: Board of Commissioners' and Community Concerns with Forest Practices and Aerial Spraying of Herbicides: After review, Commissioner Brotherton moved to approve sending a letter to the Washington State Department of Natural Resources, with edits. Commissioner Sullivan seconded the motion which carried by a unanimous vote. The meeting was recessed at 10:56 a.m. and reconvened at 11:05 a.m. with all three Commissioners present. EXECUTIVE SESSION: An Executive Session was scheduled from 11:00 a.m. to 11:20 a.m. Chair Dean announced that the Executive Session will be held from 11:05 a.m. to 11:25 a.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 11:25 a.m. EXECUTIVE SESSION: An Executive Session was scheduled from 11:20 a.m. to 11:50 a.m. Chair Dean announced that the Executive Session will be held from 11:26 a.m. to 11:56 a.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 11:56 a.m. Chair Dean announced that the Board will be extending the Executive Session from 11:57 a.m. to 12:02 p.m. The Board concluded the Executive Session and resumed the regular meeting at 12:02 p.m. The meeting was recessed at 12:02 p.m. and reconvened at 1:32 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • ADDITIONAL BUSINESS: LETTER of Support: Commissioner Brotherton moved to send a letter to the Washington State Department of Veterans Affairs in support of Clallam County's Service Officer Grant application. Commissioner Sullivan seconded the motion which carried by a unanimous vote. • ADDITIONAL BUSINESS: Approval of Amended Minutes of June 17,2019: Deputy Clerk of the Board Carolyn Gallaway noted a correction to the June 17, 2019 minutes previously approved by the Board. The Consent Agenda was inadvertently omitted. Commissioner Brotherton moved to approve the June 17, 2019 Regular Meeting Minutes, as corrected.
