SUBJECT: Proposed Resolution Allocating$75,000 From Fund 148 (Affordable
Housing)for the 7th & Hendricks Affordable Housing Project by Olympic
Community Action Programs
STATEMENT OF ISSUE:
The Board of County Commissioners (BoCC) will consider approving a Resolution allocating
$75,000 From Fund 148 (Affordable Housing) for the 7th& Hendricks Affordable Housing
Project by Olympic Community Action Programs (OIyCAP).
OIyCAP made a presentation and request for funding support to the Homeless Housing Task
Force for their proposed Low Income Housing Project to be located at 7th and Hendricks. The
Task Force considered the request and voted to support it. The Task Force recommendation
was sent on to the Homeless and Affordable Housing Joint Oversight Board. The Joint
Oversight Board(JOB) discussed the support request and voted unanimously to support
OIyCAP's funding request of$75,000 for the housing project. The JOB transmitted a letter to
the BoCC recommending that the County Commissioners approve OIyCAP's request for a
grant allocation in an amount not to exceed $75,000 for capital development from Fund 148
(Affordable Housing).
ANALYSIS:
The affordable housing project proposed by OIyCAP meets the affordable housing goals of
Jefferson County and the City of Port Townsend and it will increase the quality and quantity of
affordable housing stock for Jefferson County residents. This is something that the Homeless
Task Force and the Joint Oversight Board wholeheartedly support. The $75,000 allows
OIyCAP to demonstrate local support and commitment to this housing project. The project
proposes 44 rental units of affordable housing that will be reserved for tenants with incomes at
or below 60% (with most below 50%) of the Area Median Income in Jefferson County.
Additionally,the Peninsula Housing Authority has awarded a Project Rental Assistance
Contract to subsidize operating costs of at least 15 units.
This request came prior to the Task Force completing their work of developing a five-year
Homeless Housing Plan and designing a process for the allocation of housing funds.

However,the Task Force and the Joint Oversight Board considered the importance of creating
new low-income housing stock and recognized the tight timeline that OIyCAP is on for putting
the project forward for additional state funding. Since the funding is available currently in
Fund 148 (Affordable Housing Fund), the Task Force and Joint Oversight Board feel that it is
an opportunity that should be supported.
FISCAL IMPACT:
The request is for$75,000 from the Fund Balance of the Affordable Housing Fund 148.
Should OIyCAP be unsuccessful in obtaining the State funding (including tax credits), this
commitment will be rescinded and the $75,000 will be made available for other allocations.
RECOMMENDATION:
Pursuant to the 2018 Interlocal Agreement of the City of Port Townsend and Jefferson County
and the recommendation by the Joint Oversight Board, pass a motion to approve the
proposed Resolution committing$75,000 in grant funds from Fund 148 (Affordable
Housing) to support capital development of O1yCAP's 7th & Hendricks Affordable
Housing Project, contingent upon OIyCAP successfully obtaining funding commitments
within twelve months, as described in the proposed Resolution.

WHEREAS, on July 31, 2017,the Jefferson County Board of Commissioners adopted
Resolution No. 35-17, finding "that an emergency exists with respect to the availability of
housing that is affordable to low-income households and with respect to the availability of
housing that is affordable to very low-income households in Jefferson County;" and
WHEREAS, on November 26, 2018 the County and the City entered into an Interlocal
Cooperation Agreement Between Jefferson County And The City of Port Townsend To Support
Affordable Housing and Homeless Housing Programs Pursuant To RCW 36.22.178, RCW
36.22.179, And RCW 36.22.1791 (the "Affordable Housing/Homeless Housing ILA"); and
WHEREAS, the Affordable Housing/Homeless Housing ILA established a Joint Oversight
Board and a Homeless Housing Task Force to evaluate and recommend for approval by the Board
of County Commissioners the budget and all expenditures of all funds subject to the ILA for
affordable housing and homeless housing, and to develop and recommend a Five-Year Homeless
Housing Plan as required by state statute; and
WHEREAS, Olympic Community Action Programs (OIyCAP) is a local non-profit
community action agency that provides a variety of housing and human services to low income
residents of Jefferson County; and
WHEREAS, OIyCAP seeks to purchase parcel APN 948-323-702 for the purpose of
construction and operation of the 7th & Hendricks Affordable Housing Project, a two to four-
story multi-use building with a variety of sizes of residential apartment units and possibly an
early learning center, in which the residential apartment units must be offered for rent to low
income households at 60%of area median income or less, which project OIyCAP has named "7th
& Hendricks Affordable Housing" and which may contain up to 44 units of affordable housing;
and
WHEREAS, OIyCAP presented to the Homeless Housing Task Force their affordable
housing proposal including a funding request for a $75,000 commitment from Jefferson County
Fund 148 affordable housing funds to support the 7th & Hendricks Affordable Housing Project
and OIyCAP's application for the project to the Washington State Housing Trust Fund; and
WHEREAS, there are sufficient funds in the fund balance of Fund 148; and
WHEREAS, the Homeless Housing Task Force recommended to the Joint Oversight
Board support for the OIyCAP request for an allocation of$75,000 to the project from Fund
148; and

WHEREAS,the Joint Oversight Board unanimously voted to recommend to the Board of
County Commissioners that the Board approve OIyCAP's request for a $75,000 commitment
from Fund 148 affordable housing funds and have submitted a Letter of Recommendation to
the Board of County Commissioners (see Attachment 1) stating that "the affordable housing
project meets the affordable housing goals of the City of Port Townsend and Jefferson County
and it will increase the quality and quantity of affordable housing stock for our citizens,
something that the Task Force and Joint Oversight Board wholeheartedly support;" and
WHEREAS, the Joint Oversight Board "recommends the Jefferson County Board of
Commissioners approve the request for a grant in an amount not to exceed $75,000 for capital
development from Fund 148 (Affordable Housing)," and further states, "should OIyCAP be
unsuccessful in obtaining the State funding (including tax credits),this commitment will be
rescinded and the $75,000 will be made available for other allocations;"
NOW THEREFORE IT IS HEREBY RESOLVED that pursuant to the recommendation from
the Joint Oversight Board, the Board of County Commissioners does hereby allocate $75,000 of
Fund 148 Affordable Housing funds for capital development of the 7th & Hendricks Affordable
Housing Project, and a grant agreement with OIyCAP shall be prepared for this purpose
contingent on OIyCAP successfully obtaining funding commitments within twelve months from:
• the Washington State Housing Trust Fund; and
• an allocation of low income housing tax credits from the Washington Housing
Finance Commission,
together in sufficient quantities to support successful funding of construction of the 7th &
Hendricks Affordable Housing Project; and that if such contingency is not met, the Fund 148
funds shall remain in Fund 148.

Re: OIyCAP 7th and Hendricks Affordable Housing and Early Childhood Education Center
Honorable Commissioners:
The Joint Oversight Board empowered through a County/City Interlocal Agreement pursuant to RCW
39.34.030(4)to oversee and approve the work of a Homeless Housing Task Force. The Homeless
Housing Task Force is defined in RCW 43.185C.010: "Local Homeless Housing Task Force"means a
voluntary local committee created to advise a local government on the creation of a local homeless
housing plan and participate in a local homeless housing program.... The Task Force makes
recommendations to the Joint Oversight Board. The Joint Oversight Board is responsible for approving
or amending and then approving the required 5-Year Homeless Housing Plan and the process to solicit
proposals for review and allocation of homeless and affordable housing funds.
The Homeless Housing Task Force received a request from OIyCAP to consider a proposal for$75,000
of the current funds to be committed to an Affordable Housing and early Childhood Education Center to
be constructed at 7th and Hendricks. OIyCAP asked the Task Force to consider this proposal prior to the
establishment of a process for funding requests because time is of the essence to meet the deadline
requirements for this low-income housing project to be eligible to apply to the State Housing Trust Fund
for funding. The $75,000 allows OIyCAP to demonstrate local support and commitment to this housing
project. This funding will help finance the construction of 44 rental units of affordable housing that will
be reserved for tenants with incomes at or below 60% (with most below 50%)of the Area Median
Income in Jefferson County. The building will include six studio units, 19 one-bedroom units, 15 two-
bedroom units, and four three-bedroom units. Additionally, Peninsula Housing Authority has awarded a
Project Rental Assistance Contract to subsidize operating costs of at least 15 units.
The Homeless Housing Task Force has recommended that the Joint Oversight Board support the Task
Force recommendation and send a letter to the Board of County Commissioners recommending support
of the request. The Joint Oversight Board recommends the Jefferson County Board of Commissioners
approve the request for a grant in an amount not to exceed $75,000 for capital development from Fund
148 (Affordable Housing). Should OIyCAP be unsuccessful in obtaining the State funding(including tax
credits), this commitment will be rescinded and the $75,000 will be made available for other allocations.
The affordable housing project meets the affordable housing goals of the City of Port Townsend and
Jefferson County and it will increase the quality and quantity of affordable housing stock for our
citizens, something that the Task Force and Joint Oversight Board wholeheartedly support.
