Approval of the draft agenda of March 5, 2019: Mike(M)/ Jill(S)/ Approved with no changes. III. Review and adoption of the draft minutes of January 8, 2019: Sheila (M)/ Jill(S)/ Approved with no changes. IV. Public Comments: No public comments. V. 2018/2019 Budget Tracking Spreadsheet:/Staff/Veronica is out of the office today but shared with Anna that there isn’t enough data to share budget trends. Veronica will share budget information at a future meeting. NEW BUSINESS: VI. Presentation on the Health Care Authority Grant to establish an Opiate Treatment Network (OTN) in the Jefferson County Jail/David Fortino-Jail Superintendent/ The Jefferson County Jail and Olympic Peninsula Health Services, (OPHS) obtained an Opiate Treatment performance based grant of $463,000 through the Healthcare Authority. At the beginning of the grant application, the Jefferson County Jail has had a monthly average of five to six inmates with opiate use disorder. The state set a target of 18 inductions per month, (it’s a performance based grant) and the Jail has had an average of 6.38 participants per month. Year one of the grant runs from January 1 through September 29, 2019, with year two of the grant funding pending. The funding pays for the following staff who are employed with OPHS, the local MAT Provider. A Nurse who oversee the program, a Care Navigator, (for follow up and wrap around with participants) and a Data Navigator. MAT services are provided to individuals with opioid use disorder housed at the Jail. They provide treatment for withdrawals with Buprenorphine/Naloxone, connect individuals with Care Navigators prior to release and facilitate the transfer of care to OPHS when released from Jail. OPHS continues care navigation and connects individuals with social services. They also provide 3 and 6 month follow up surveys for state reporting. The Jail is requiring participants to be involved in Drug Court or Mental Health Courts as a condition of their participation. They are encouraging the use of Vivitrol over Suboxone because it totally blocks brain receptors. They will continue to monitor compliance rates and identify challenges. VI. VENDOR REPORTS:  The Vendor Report on Drug Court and Family Therapeutic Court will need to be rescheduled since Ford Kessler is unable to attend.  Barb Carr called and asked for the Truancy Court report to be scheduled at another meeting. VII. Update on Medications in the Jail-/David Fortino-Jail Superintendent & Staff/ At the January 8th Mental Health, Substance Advisory Committee Meeting there was a discussion from DBH about medication issues in the Jail. Members of the Committee were concerned and thought there should be follow up. 2 Anna contacted David Fortino the Jail Superintendent and we set up a meeting on 1/31/19. The following people attended: Natalie Gray,-DBH Executive Director, Tonya Ferguson-DBH, Sheriff Joe Nole, Ariel Speser- MH-SA Committee Member/City Council Rep, David Sullivan- County Commissioner, Vicki Kirkpatrick- Public Health Director, Veronica Shaw-Public Health- Deputy Director and Anna Mc Enery-Public Health-DD-1/10th Co Coordinator. Anna included a copy the document called – Notes, Jail-Medication MTG- January 31, 2019 in the Committee packet. Please see the document for meeting for highlights. VIII. Vice-Chair Needed for the Committee/Staff/Anna shared that one of the goals from this Committee is to have a Vice Chair. Anna spoke with Ariel Speser who is interested in serving as a Vice-Chair. Mike moved that Ariel be nominated as the Vice Chair, Sheila seconded and the motion passed unanimously. OLD BUSINESS: IX. Updating the Name of the Advisory Committee/Staff A discussion ensued about the name change and the Committee. Mike made a motion to officially change the Committee name to the Behavioral Health Advisory Committee, Jill made a second and the motion passed. Staff will include Mental Health, Substance Use Disorders in parenthesis, when sending out notices putting an ad in the newspaper. X. Update on Approval of the BoCC Allocation Request for Mental Health and Substance Abuse Funding for 2019 - 2020/Staff; Anna shared that the Jefferson County 1/10th of 1% Funds for $1,281,764.00 was approved by the BoCC on January 28, 2019. She included a copy of the BoCC Agenda Request in the Committee packet. Please see the document for additional details. Frank Hoffman attended the BoCC meeting and wondered if there was enough oversite for this fund. Anna shared the 1/10th of 1% RFP process, that the RFP was posted in the newspaper and on the Jefferson County website. How the RFP Panel spent about 12 hours interviewing potential vendors, evaluating their proposals and that staff spent at least 20 hours staffing the process. Anna went on to share that the Committee receives a yearly report from an epidemiologist on each program with data/outcomes and that each contracted vendor gives a yearly report to the Committee. Frank said he was reassured after Anna presented at the BoCC meeting. The Committee shared that the RFP process and oversite of the 1/10th of 1% fund is very through; the challenge is there is always more needs than funding. Frank Hoffman asked if we do any sort of assessment vs. having vendors present us with services they want funded. Sheila shared that the Committee, (on behalf of the BoCC) fund programs and services from birth to death that impact. Vicki shared the Committee and staff have a holistic view. She said in 2019 the Community Health Improvement Plan, (CHIP) will provide a community gap analysis for mental health and substance use disorders as part of their community health assessment in four priority areas. CHIP can look at program data and information as a whole, in order to measure collectively to see if we are making a difference. David Sullivan feels very good about the hard work and recommendations of the Committee and staff. XI. Public Comments: Lori Fields said CHIP will be sending out a community survey at the end of March and they are doing a lot of outreach to many community groups. Anna suggested having CHIP present to this Committee at the July 2nd meeting. Lisa Rey Thomas said March 1st marked OCH Executive Director Elya Prystowsky's last day. Beginning March 11, Celeste Schoenthaler will be coming on board as the new Executive Director. Sheila wants to make sure that the Committee hears a presentation from each of the Courts. Anna said she will work on rescheduling. Frank Hoffman questioned how officers on the street feel about the social work aspects of law enforcement because of his past experiences. A discussion ensued, Mike Evans shared information about the new Navigator Program and that law enforcement works as part of a community team of resources.
