HomeMy WebLinkAboutM090319 MINUTES Jefferson County Board of Commissioners Regular Meeting — Tuesday, September 3, 2019, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean called the meeting to order at the appointed time in the presence of Commissioner David Sullivan and Commissioner Greg Brotherton. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment regarding herbicide spraying. • Comment regarding the need for more local control authority on issues. • Comment regarding praise of Jefferson County ER&R Manager Matt Stuart, and a request that BOCC hold status briefings with various County departments on facility shooting issues. • Comment regarding herbicide spraying. • Comment regarding mass shootings in the United States, economic statistics, the importance of clean water and negative impacts of Round-Up. • Comment regarding gun violence and the Port Townsend gun range. • Comment regarding mass shootings in the United States and the tie to local gun ranges. • Comment regarding no Broadband access in Brinnon. • Comment regarding herbicide spraying. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. AGREEMENT re: Modular Office Facility for Transfer Station; In the Amount of$125,949.50; Jefferson County Public Works; King County Director's Association(KCDA) & Modern Building Systems 2. AGREEMENT, Change Order No. 1 re: Transfer Station Septic and Water Project, Project No. 401204022; An Additional $7,113.99 for a Project Total of$94,771.79; Jefferson County Public Works; Whitworth Excavating, Inc. 3. AGREEMENT NO. FY20-90006 re: Historic County Courthouse Preservation Project, Project No. 30119490; In the Amount of$273,476; Jefferson County Central Services; Washington State Department of Archaeology and Historic Preservation 1 Commissioners Meeting Minutes of September 3, 2019 4. AGREEMENT NO. G-6578 re: Laserfiche Records Management Module; In the Amount of $14,150; Jefferson County Central Services; Washington Secretary of State, Archives and Records Division 5. AGREEMENT NO. 2019-JeCoPH-00016 re: Monitoring and Enforcing Regulations at Solid Waste Handling Facilities; In the Amount of$71,382; Jefferson County Environmental Public Health; Washington State Department of Ecology (DOE) 6. AGREEMENT re: Well Decommissioning; In the Amount of$12,426; Jefferson County Public Health; Oasis Well Drilling, Inc. 7. MINUTES re: Special Meeting Minutes of August 21, 2019 and Regular Meeting Minutes of August 26, 2019 8. ADVISORY BOARD APPOINTMENT re: Olympic Area Agency on Aging (O3A)Advisory Council; Three (3) year Term to Expire September 3, 2022; Jefferson County Representative, Virginia(Ginny) Adams 9. Payment of Jefferson County Vouchers/Warrants Dated August 26, 2019 Totaling $430,677.64 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) INFORMATIONAL SESSION AND POTENTIAL ACTION re: Hearing Notice regarding Draft Hearing Examiner Code: Chief Civil Deputy Prosecuting Attorney Philip Hunsucker and Civil Deputy Prosecuting Attorney Austin Watkins briefed the Board on a potential Hearing Notice regarding the Draft Hearing Examiner Code: Hearing Examiner Rules of Procedure and Amendments to the Jefferson County Code, and a request to publish notice of a Public Hearing and establish the public testimony period, with a Hearing scheduled for Monday, September 23, 2019 at 10:00 a.m. in the Commissioner's Chambers, Jefferson County Courthouse, Port Townsend, WA. After discussion on the issue, Commissioner Brotherton moved to approve the hearing notice, with a change to hold the Hearing on October 7, 2019, and allowing the start of hearing testimony to take place on September 11, 2019 and end at the conclusion of the hearing on October 7, 2019. Commissioner Sullivan seconded the motion which carried by a unanimous vote. The meeting was recessed at 10:38 a.m. and reconvened at 10:51 a.m. with all three Commissioners present. HEARING NOTICE re: Hearing on the Draft Hearing Examiner Code: Commissioner Brotherton moved to schedule the time of the Hearing on the Draft Hearing Examiner Code for 10:15 a.m. on October 7, 2019. Commissioner Sullivan seconded the motion which carried by a unanimous vote. The Hearing Notice will be advertised weekly until the Hearing. COMMISSIONERS' BRIEFING, CALENDAR COORDINATION and Miscellaneous Items: The Commissioners discussed recent meetings they attended and the following topics: • Letter re: Request to support housing project; 7th& Hendricks • HB 1406; upcoming formal resolution • Roundabout • Topics to discuss in the afternoon • Sewer; opportunity zones • County Administrator update 2 Commissioners Meeting Minutes of September 3, 2019 • Calendar Coordination • Local glaciers, climate change and Washington State Department of Natural Resources The meeting was recessed at 11:41 a.m. and reconvened at 1:31 p.m. with all three Commissioners present.
