Joint Oversight Board on Affordable Housing and Homeless Housing
Special Meeting — Wednesday, June 26, 2019 at 2:00 p.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Commissioner David Sullivan called the Special Meeting to order
in the presence of Public Health Director Vicki Kirkpatrick and City of Port Townsend Councilmember
Michelle Sandoval.
PUBLIC COMMENT PERIOD: The Committee opened up the meeting to allow for
Public Comment. There was no comment from the public.
APPROVAL of MINUTES: Councilmember Sandoval moved to approve the Special
Meeting Minutes of June 12, 2019 as presented. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.
COMMITTEE DISCUSSION: The Committee reviewed the following:
Discussion: HB1406 Washington State Sales Tax Rebate to Help Fund the County's Housing
Needs: The Committee discussed HB 1406 and it was agreed that the County will look into
potential bonding capacity and both the City and County staff will research HB 1406 further.
Discussion: Future Meeting Schedule: Councilmember Sandoval reported that the City of Port
Townsend may be able to hold all future meetings in their Chambers which and she will confirm at
a later date. The group decided to hold the next J.O.B. meeting right before the August 28, 2019
Task Force meeting. Future J.O.B. meetings will be held the same day as, and immediately prior to
the 2"d Task Force meeting of every month. Councilmember Sandoval will confirm the availability
of the City Council Chambers and staff and notify the County of the dates of future meetings for
publication.
Discussion: Long Term Sustainability Plan — Ongoing Role of Joint Oversight Board and
Task Force; Housing Office or Not; Ongoing Staffing Needs and Funding to Support the
Work: The Committee discussed the issues.
Future Meetings and Agenda Items: What other things need Joint Oversight Board discussion:
FUTURE MEETINGS and AGENDA ITEMS: The Committee discussed future
meeting topics which include: Surplus lands, LTAC funding, build on Happening Plan for future
opportunities, sustainability, seeking funds and HB 1406. The next meeting will be held on August 28,
2019; date, time and location is to be determined. The meeting will be followed by the Affordable
Housing Task Force meeting.
