RE: Puget Sound Partnership Near Term Action— Grant Funding
STATEMENT OF ISSUE:
Jefferson County, in coordination with Clallam County, submitted a near term action(NTA)
for grant funding through Puget Sound Partnership (PSP) in March 2018. Jefferson County
Department of Community Development (DCD) received word that funding is available and
that that the PSP has prioritized the Clallam County/Jefferson County NTA. DCD wishes to
brief the Board and County Administrator on this positive, late-breaking opportunity and seeks
feedback and direction, as necessary prior to bringing a grant scope of work/funding and an
interlocal agreement between the two counties to the Board for approval.
ANALYSIS:
In 2018, PSP released a 2018-2022 Action Agenda that identified regional strategies with
specific actions needed to protect and restore Puget Sound. The Action Agenda provided
opportunities for coordinated federal, state, and local recovery efforts. Public and private
groups, agencies and organizations interested in receiving grant funding were required to
submit an NTA that shows how the proposed work would meet the PSP Action Agenda.
DCD teamed up with Clallam County to prepare an NTA that continues a very successful
NTA funded in an earlier round. PSP is supporting a proposal that continues to evaluate
implementation of local Shoreline Master Programs. Work proposed under the NTA includes:
• Refine office/field forms and databases produced earlier;
• Review efficacies of office monitoring of permitting process;
• Continue selected field monitoring of permit compliance;
• Compliance and, if needed, enforcement strategy identification and assessment;
• Adaptive management related to 8-year SMP periodic updates;
• Project report and recommendations;
• Public engagement and community outreach; and
• Project management/project coordination.
There is support for and a demonstrated need to continue monitoring and producing results
that were very well-received during an earlier PSP grant. This grant would build on previous
work completed and would significantly help the data and coordination needs of the 2020-21
Shoreline Master Program periodic review and update.
FISCAL IMPACT:
Total funding for this NTA is expected to be approximately $230,000, with Jefferson County
receiving about half of the total amount. This grant would provide funding to DCD through
June 30, 2021. Clallam County would provide project management of the grant so Jefferson
County would send invoices for reimbursement to Clallam County through an interlocal
agreement.
RECOMMENDATION:
No action is needed at this time; DCD anticipates that a grant agreement and interlocal
agreement will be the subject of consent agenda request in the near future.
