made a decision to support the project, as proposed. The revised stormwater plan does not change this decision. Please
discontinue to debate this project as we will not bill the customer for opinions.

Just as a follow up to the email below…
Since the incorrect buffer width was put on the off-site wetland, you will need to request a revised site plan showing a
110-foot wetland buffer. Once the correct buffer width is shown for the off-site wetland to the east, an administrative
wetland buffer reduction report or a CASP will be needed.

Hi John,
You are correct – the wrong buffer table and number of points were used to get to an 80-foot wetland buffer. Based on
the wetland rating form, the buffer should be 110 feet.
Based on a brief glance at the information submitted in the 2019 ELS non-wetland report, I need to state: (1) I disagree
that the on-site wet area is non-wetland and (2) I disagree with the extent of the off-site wetlands, as shown on the
figures in that report. Based on a previous site visit I made earlier in the year, the distance of these two wetlands from
the Thacker property and the size of the wetlands are not correctly shown on the ELS figures. Therefore, the off-site
wetland ratings and buffer widths may or may not be correct. I realize there may be nothing you can do about this since
the final decision to call the onsite wet area non-wetland was made by the DCD Director. However, the ELS information
was referenced by Cleaver to prepare his stormwater report and may mean that an incorrect assessment of drainage
assessment was made.

Please see the 2 attached .jpg files regarding the following questions:
The attached revised wetland report (page 38 of a 96 page stormwater plan, and page 4 of the revised wetland report)
states that a Category 3 wetland with Habitat value of 7 points has an 80 feet buffer to moderate impact land uses like
SFR’s.
I checked the JCC on the UDC link from DCD website, and see in Table 18.22.330(2) that the buffer to a delineated Cat 3
wetland with H=5 to 7 points is 110 feet.
1) Can you please confirm that the code that I am reading is the current version?
2) Can you please confirm the width of a buffer to the above situation (from a Cat 3 wetland, H=7, to an SFR
development)?

I have resumed my review of the pending stormwater site plan.
I communicated with the stormwater system designer, Ron Cleaver PE.
I am waiting for his response to some questions / request for clarifications.
In the mean-time, fyi, it appears that just to the east of the subject parcel, there is a pond, as shown on the attached
2005 aerial.
I do not know if it is attached to a fish bearing stream, or its applicable buffer / setback to proposed developments.
